SUMMARY: Sealed bids for construction of the project titled "Pump Station 4 Replacement and 12
Inch Transmission Main" were opened on August 2, 2005. The engineer's estimate for construcion of
the project is $576,123.00. Three bids were received for this project. Hisey Construction, Inc. was the
lowest responsive, responsible bidder with a bid of $ 580,032.60 (including sales tax).

FISCAL IMPACTS (Include Budgeted Amount): The project is funded by a Drinking Water State
Revolving Funds (DWSRF) Loan (Loan # 02-65102-004) for $1,038,000. The total 2005 project is
$1,050,000. This project is included in the capital projects list for the recently completed rate study,
the current Water System Comprehensive plan, and the CIP.

RECOMMENDED MOTION: Move to award a contract in the amount of$ 580,032.60 (including
sales tax) with Hisey Construction, Inc. for construction of the project titled "Pump Station 4
Replacement and 12 Inch Transmission Main" and authorize the Mayor to finalize and execute the
necessary contract documents for construction.
