SUMMARY: Four consultants were invited to make a presentation to a committee of staff and one
Council member to present their suggested approach to assess the current condition of the parking
system, identify future needs and make recommendations for strategies to address demand and
financing of the system. Three companies participated in the presentations and BERK Consulting
was selected as the firm to negotiate a contract and scope of work with. The project is scheduled to
begin in July 2016 and conclude in February 2017 with a final report. As part of the project a
stakeholder advisory group will be formed to identify key parking issues and review project data,
findings and recommendations.

FISCAL IMPACTS (Include Budgeted Amount): The full cost of the study, including optional tasks,
has been budgeted in the Parking System Revenue fund.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with BERK Consulting, Inc.; and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
