SUMMARY: Bremerton Public Works and Utilities applied for and received a grant award from
Ecology's Stormwater Financial Assistance Program (SFAP) to complete a stormwater retrofit design
for specific areas of the Ostrich Bay Creek drainage area west of Highway 3, on Kitsap Way,Kean
Street and Auto Center Way. This project will develop a complete design and bid package from
preliminary designs that were completed in 2015 with another Ecology stormwater grant. The grant
will expire on 6/30/2018.
ATTACHMENTS: 1) Overview; 2) Ecology SFAP grant contract: Agreement No.WQC-2016-
BremPW-00224—Ostrich Bay Creek Retrofit Plan Design.
FISCAL IMPACTS (Include Budgeted Amount): Total grant contract amount is $90,000($67,500
grant and $22,500 match funds from Stormwater Capital). Staff will need to amend the 2016
Stormwater Capital Budget to include the $90,000 and amend the 2016 Stormwater Revenue to
include $67,500.

RECOMMENDED MOTION:
Move to accept the Washington State Department of Ecology Financial Assistance Program Grant for
the Ostrich Bay Creek Stormwater Retrofit Plan Design; authorize the Mayor to finalize and execute
the agreementwith substantially the same terms and conditions as presented; and amend the 2016
Stormwater Capital Budget to include the $90,000 and amend the 2016 Stormwater Revenue to
include$67,500.
