SUMMARY: Pursuant to RCW 41.56, the City is required to pay for necessary medical services that
are not payable by some other source for LEOFF I Retirees. The attached agreement is to provide
supplemental medical and prescription coverage through Regence BlueShield for medical expenses
that are not covered by Medicare.
ATTACHMENTS: Contract between the City of Bremerton and Regence BlueShield
FISCAL IMPACTS (Include Budgeted Amount): $544,344—This amount is higher than what was
budgeted. However, we feel the amount will be absorbed by the cost of other benefits that are
covered under this plan, but were not under the previous plan.

RECOMMENDED MOTION:
Move to approve the Agreement befinreen the City of Bremerton and Regence Blue Shield; and
further authorize the Mayor to finalize and execute the Agreement with substantially the same terms
and conditions as presented.
