Lauren Johnson, Reid Property Management, provided a handout to support his comments regarding the zoning for vacant properties and non-conforming provisions, particularly for properties that are vacant for 1-year, which he believes is not enough time in this economy, using the U-Haul business on Callow as one example. But at the same time, motorhomes are being allowed to park for 30-days before being ticketed, which he is opposed to. Andrea Spencer, Director of Community Development provided a response that included clarification of the zoning in the District Center Core, which has not allowed auto-oriented uses and storage since 2004. Jack Arends thanked the community for their condolences and for all of the donations that have been made to charities in honor of former Council Member Carol Arends. He mentioned that he spoke earlier with Mayor Lent and Chair of the Public Safety & Parks Committee Leslie Daugs about his hope for the City renaming Forest Ridge Park in honor of his mother. He then presented a $20,000 check to the Parks Foundation with the intention it be used to benefit the maintenance of parks, particularly Forest Ridge Park since it does not have a civic group sponsor. He felt this was the best way to honor his mother's memory because she loved that Park. City Council Reg. Mtg. Minutes Wednesday, June 1, 2016 Page 2 of 6 Terrv Fessner, a commercial property owner in downtown Bremerton, read a statement into the record to express his frustration at the City for taking action that he believes has allowed downtown to become a"haven for the homeless and mentally challenged", which he states brings trash, used needles, empty beer cans, and other complications to his building and the surrounding area. President Younqer announced that during the Briefing Session, Council Member Greg Wheeler requested Items G and H to be pulled from the Agenda tonight; but according to Council Ru/es & Procedures, two Council Members are allowed to place the items back on, which was requested by Council Members Richard Huddy and Pat Sullivan... GENERAL BUSINESS 6A— INCREASE THE EXISTING OFFICE ASSISTANT I POSITION IN THE PARKS 8 RECREATION DEPARTMENT FROM 0.75 FTE TO 1.0 FTE; AND UPGRADE THE POSITION TO OFFICE ASSISTANT II: Jeff Elevado, Director of Parks & Recreation, explained that the Parks & Recreation Department's clerical staff was reduced from one (1) Office Assistant III and one (1) Office Assistant II to having no clerical staff in 2011. In 2014, a 0.75 FTE Office Assistant I was included in the Department's budget. The reinstatement of 0.75 FTE of the previous 2.0 FTE clerical staff has helped with receptionist duties for a portion of the office business hours, but recreation staff are still performing man reception and clerical duties. Additionally, the limitations of the OAI job description do not allow assumption of clerical duties still being performed by managers. The recently completed Workload Analysis of the Department identified a need for one (1)additional full-time Office Assistant. There were no comments from the public... 06:05:25 Motion was made by Sullivan, and seconded by McDonald... Comments and questions were provided by Sullivan, Wheeler, Daugs, Davis, and Huddy; with responses provided by Mr. Elevado... City Council Reg. Mtg. Voted in Favor of Motion: McDonald, Davis, Huddy, Sullivan, Younger Voted Opposed to Motion: Wheeler, Daugs Motion carried; 5-Yes; 2-No 66 —APPROVE THE ADDITION OF 1.0 FTE PARKS LABORER TO THE PARKS RECREATION: Jeff Elevado, Director of Parks & Recreation, explained that Parks & Recreation Department staffing levels have been reduced over several years of budget reductions while the total number of acres of park and green space the Department is responsible for has increased significantly. Current maintenance responsibilities are not being met as staff hours must be diverted to emphasis areas leaving some parks and facilities with minimal support. The Department has assumed responsibility for several new and renovated facilities which are maintenance intensive and each present specific challenges and demand for additional man power. Park Maintenance staff have been tasked with maintaining over 200 additional tree wells and nearly 100 planting beds and rain gardens in the downtown area. Current staffing levels do not allow crews to address deferred maintenance tasks, estimated at approximately 3,000 hours per year as identified in a recently completed Department workload analysis. There were no comments from the public... 06:19:35 Motion was made by Huddy, and seconded by Davis... Comments and questions were provided by Davis, Younger, Whee/er, and Daugs; with responses provided by Mr. Elevado... 06:23:28 M/S/C (Huddy/Davis) Move to amend the 2016 Budget to remove the 1.0 FTE Recreation Manager position; and to add a 1.0 FTE Parks Laborer position in the Parks & Recreation Department. Voted in Favor of Motion: Davis, Huddy, Sullivan, McDonald, Younger Voted Opposed to Motion: Wheeler, Daugs Motion carried; 5-Yes; 2- No 6C — MANAGEMENT AGREEMENT WITH COLUMBIA HOSPITALITY, INC. FOR MANAGEMENT OF THE KITSAP CONFERENCE CENTER AT BREMERTON HARBORSIDE: Cathv Johnson, Financial Services Director, explained that the City has contracted with Columbia Hospitality(CHI);or management of the Kitsap Conference Center since its construction in 2003. In the intervening years the management agreement has been amended three times to update provisions and expand service to Harborside Fountain Park. In 2015 service was expanded to the recently constructed third floor meetingfacilities in the Bremerton Harborside Transit Building allowing the facility to service larger conferences requiring additional breakout rooms. The quality of the service that Columbia Hospitality provides to its customers is evidenced by the outstanding customer approval ratings that the facilityreceives. Due to the economic downturn and sequestration the gross income for the facility has suffered over the last several years. With an improving economy and the addition of the third floor space, revenues increased by 12% in 2015 and are showing improvement over budget for 2016. Since CHI took over management of Gold Mountain Golf Course in 2013 the two facilities have worked together to stem expenses at both facilities, for example, their ability to allocate trained employees as needed. Because of this positive trend, it is staff's recommendation that the City enter into a three year contractfor management services. The proposed contract does not include an automatic renewal and any further extension would require City Council approval. Arne Bakker, Kitsap Conference Center Manager, was available to answer questions. City Council Reg. Mtg.
