SUMMARY: On March 16, 2016, the City Council, pursuant to RCW 36.74.010 assumed the rights,
powers, functions, and obligations of the Transportation Benefit District. The proposed resolution
adopts the material change policy previously adopted by the TBD Board and acknowledges that the
Interlocal Agreement that was previously entered into between the TDB and the City is abolished.
