SUMMARY: This Interlocal Agreement provides for a cooperative effort befinreen Kitsap County and
the City to produce a design report that will provide information to inform the eventual construction of
a non-motorized shared use facility linking Jarstad Park with the south end of Kitsap Lake. Kitsap
County has identified this segment as an important link in a future countywide non-motorized trait
system.
ATTACHMENTS:
1. Proposed agreement
FISCAL IMPACTS (Include Budgeted Amount): The City's share of this expense is expected to be
$35,000. This money has been budgeted in the 2016 Water Utilities expense budget(Forestry).

RECOMMENDED MOTION:
Move to approve an Interlocal Agreement with Kitsap County to develop a Design Report for the
Jarstad Park to Kitsap Lake segment of the Countywide Trail System; and authorize the Mayor to
finalize and execute the agreement with substantially the same terms and conditions as presented.
