CITY CLERK AND PURCHASING AGENT MEMORANDUM TO: FROM: REGARDING: Building Department Planning Department Letter of Approval, Holly Homes Company Building Permit Application, 4-unit multi-family development on a .54 acre undeveloped parcel at 4450-4456 Almira Drive. The proposed 4-unit multi-family development, to be located on a .54 acre undeveloped parcel at 4450-4456 Almira Drive, meets the requirements of the R-l section of the zoning ordinance. Notice was given to nearby residents on August 21, 1975 as required by Section 328.2 of the zoning ordinance. This development is exempt from the threshold determination and EIS requirements of SEPA under WAC 197-10-170 (l)(a). A petition signed by 44 surrounding residents opposes this development because covenants restrict Edgewood property owners from building anything but single family homes. Apparently, the developer did not place these restrictions on the said parcel, which allow him to develop multi-family housing under the R-l section of the Bremerton Zoning Ordinance. An apartment structure built at the normal R-l residential density creates greater common open space than would be possible if the area were platted out in lots and single family dwellings built on each of these lots, There- fore, this give suus urban density and still creates the openness that is a requirement of the rural environment. The Engineering Dept., Water Dept., Police-Traffic Division, Street Dept., and Fire Department have been contacted. All of these departments voiced approval to the plans submitted, however, the Engineering Department requires that the storm drainage from Edgewood Drive which is piped to the southeast corner of this property, must be piped to ditch in Almira Drive. Approval is hereby granted in accordance with Section 328.2 of the zoning ordinance #1792 under the following conditions: 1. The approval is based upon the site plan as submitted and dated 6/9/76. 2.
