A prior petition in December 2004 was withdrawn by the applicant at the suggestion of the DCD Director, pending Council establishment of an annexation program in the 2005 budget. The subject area is situated within an "island" of unincorporated property in the Werner Road area, and an area wide annexation can be initiated by the City to incorporate the entire island. Countywide Planning Policies stipulate procedures for coordination with the County, and DCD will soon have staff to commit the process. However, an island annexation is not possible for action within the 60-day legal time limit for response to the Cash annexation. Helen Miller questioned if the County supported this action. Mr. Huao responded that the property is unincorporated County land within the City's Urban Growth Area. The County adopted its growth plan in 1998 the County recognized that incorporation was a possibility. Mr. McConnell asked if all the residents of the area have been informed. Mr. Huao answered that there has been initial discussion regarding the northern part of the property, but further action will include getting 75% of the neighborhood's support for the incorporation. Mr. Short asked what would happen if there is not enough support. Mr. Huao responded that if 75% support is not reached then the annexation does not proceed and the process could start over. Mr. Shepherd suggested that the City obtain as much of the industrial area as possible to bring in more revenue. He also asked if any sales tax activity is involved with the businesses. Mr. Huao was uncertain about what kind of activity was going on in those buildings. He added that there are plans for economic development and parking improvements. Mr. Maupin asked the Council to consider what the value would be to the City for annexing the island and how much it would affect a future action to annex the entire island. Mrs. Arends believed that this is a worthwhile step in moving the City forward and supported the annexation. Mr. McConnell agreed that this proposal would be the best way to beginning the process of annexation. City Council Reg. Mtg. Minutes Wednesday, June 15, 2005 Page 5 of 6 Mr. Gehrina believed that annexation efforts must be continued so the areas can be developed. Mr. Shepherd requested clarification of the attachments which describe the property. Mr. Huao, Ms. Johnston, and Mr. Lubovich subsequently determined that Exhibit B was the correct exhibit. Mr. Short asked if the applicants agreed with the proposed annexation. Mr. Huao responded yes. 6:47:20 M/S/C/U (Arends/Short) Move to pass Resolution No. 2969 accepting the Schourup/Cash Annexation Petition as amended. 6G - ORDINANCE NO. 4939 CREATING ,CHAPTER 2.82 OF THE BREMERTON MUNICIPAL CODE, ESTABLISHING CRITERIA AND PROCEDURES FOR NAMING CITY PARKS AND OTHER PUBLIC FACILITIES (#AB05-144): Roaer Lubovich, City Attorney, stated that the current provisions of the Bremerton Municipal Code (BMC) do not provide criteria or procedures for naming City parks and public facilities; therefore, this proposed ordinance establishes the criteria and procedures for naming City parks and other public facilities.
