SUMMARY: Kitsap County Consolidated Housing Authority (KCCHA) will begin construction on
the Harborside Condominium Phase I project in the near future. Use of the airspace above
Washington Avenue and 4th Street is required by KCCHA for construction, operation, ownership and
maintenance of the project. The proposed Air Rights Easement Agreement grants KCCHAuse of
certain air space above approximately 170 feet of Washington Avenue and 51 feet of 4th Street.
