SUMMARY: The current provisions of the Residential High-density (MR) zone only allow attached,
zero-lot-line, single-unit dwellings by a cumbersome and unnecessary Planned Unit Development
process. This process inhibits the creation of owner-occupied, single-unit housing in this zone. One of
the Council's goals is to increase owner-occupancy in the city. The proposed amendment allows
attached, single-unit dwellings - developed as zero-lot-line structures - as an outright permitted use.
The amendment also relieves the requirement to add the foregone side yard (at the zero-lot-line) to the
other side of the lot, thus increasing land use efficiency.
