SUMMARY: In December, 2016, the City accepted grant funding from the Transportation
Improvement Board (TIB)to make bicycle and pedestrian improvements on Lebo Boulevard from
Lower Wheaton Way to the City Limits. The work will include revising the roadway section to include
bike facilities, wider sidewalks, landscaping, street lighting, stormwater and minor water
improvements. On February 11"'three consultants were interviewed, and SCJ Alliance was selected
to perform the design. Since the grant award was received after the Capital Improvement Funds
were established, the Lebo Boulevard Improvemer�t Fund must be established for the work to
proceed.

FISCAL IMPACTS (Include Budgeted Amount): A new capital improvement fund, The Lebo
Boulevard Road Improvement Fund, will be created with an expenditure budget of$750,000.
Funding resources are: Transportation Improvement Board grant$595,000,Water fund $35,000,
Wastewater fund $15,000 and Stormwater fund $105,000.

RECOMMENDED AAOTION:
Move to establish the Lebo Boulevard Road Improvement Fund; authorize an appropriation
of$750,000 for project design from the identified sources and further, to approve the
Transportation Improvement Board Consultant Agreement with SCJ Alliance; and authorize
the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
