SUMMARY: In November, 2015, the City executed a contract with KPG Inc., to design the Highway
Safety Improvement project. Contract Supplement No. 1 was executed in January, 2016 and was
essentially a no cost change to revise the scope of work as described in the Council Summary. This
Contract Supplement No. 2 modifies the scope of work for KPG to design an advanced pedestrian
signal on Burwell Street at Chester Avenue, and sidewalks on Chester and State Avenues. These
improvements will be included in the Highway Safety Improvement Project bid documents as a
separate schedule, with funding for both design and construction coming from the grant from the
Department of Commerce for the Burwell Pedestrian Tunnel.

FISCAL IMPACTS (Include Budgeted Amount): None. The supplement provides$74,473.69 for
design; all costs for the design and construction will be from the Department of Commerce Grant for
the Burwell Pedestrian Tunnel.

RECOMMENDED MOTION: Move to approve Contract Supplement No. 2 with KPG; and authorize
the Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented; and to amend the 2016 Annual Budget to reflect the change in use of the Commerce
grant funds.
