SUMMARY: For the past 30 years, federal block grants have been given to cities with needs to serve
especially low-income residents. The City of Bremerton undertakes a yearly public allocation process
to distribute funds made available the following spring by the U.S. Congress. This policy plan, as
amended and approved, will be used by staff to carry out the allocation process.
