SUMMARY: The original interlocal agreement with Kitsap County covered licensing and support
for the host hardware, database system and end-user client licensing for the City's permitting
application. Subsequent to this agreement, the City agreed to pay Interlocking Software (paladin)
$5,000 per year to cover application help desk support. This support is now being rolled into the
Interlocal Agreement with the County (Exhibits A and C ofthe original interlocal agreement have
been amended) and Interlocking will not be paid directly by the City.

FISCAL IMPACTS (Include Budgeted Amount): The Help Desk fee of $5,000 was already
budgeted for 2005, however, as part ofthe amending agreement, the County will pay half of this fee
for 2005. The result is a reduction in expenditures for 2005 of$2,500.

agreement in substantially the same form as presented.
