Prior to issuance of the permit site plan modifications are required in order to ensure compliance with the Zoning Code. Specifically the following information must be submitted: 1. Revised Site Plan: The parking area illustrated on your site plan does not meet City standards. As relay in the Land Use section of your Presubmittal Letter, all parking areas must conform to Bremerton Municipal Code 20.48; which requires all parking spaces to be paved. Please revise your site plan to include only paved parking areas, and illustrate the current configuration of the parking stalls [image]. Wycoff Avenue. Based on your proposal, the following is a summary of the major points discussed at the pre -application meeting held Wednesday, February 25, 2015. Land I Tse - The property is located in the District Center Core zone, (DCC) and the development regulations for this zone can be reviewed by looking in BMC 20.70. The Charleston District Center is one of only three district centers within the City, all three are intended to become dense urban areas with a mix of commercial and residential uses mixed in a way that promotes walkability and shopping options. Commercial uses in this zone are limited to those that essentially enhance the pedestrian street presence. In looking through the list of allowed uses, it is possible that the Dog Paw Design Studio could be considered "retail" which is an allowed use within the zone. Prior to permit approval, specific identification of how the business meets the definition of retail needs to be provided. For example, the floor plan needs to include specific area for customer service, display of goods, etc. The application needs to clearly demonstrate that manufacturing is an accessory use and that all potential impacts of that use will be mitigated. 2. The existing paved parking area is likely to satisfy the demand for the proposed use and the change from the RC racetrack to the retail store is unlikely to trigger new parking standards. Should parking demand increase expanded parking (beyond the existing paved area) additional paved parking would be required. The gravel area could be used in the future for parking, but would need to conform to the code requirements of BMC 20.48 which includes pavement and landscaping. No new landscaping is required at this time as no exterior use or improvements are proposed. Should outdoor storage be desired in the future, compliance with BMC 20.46.120 will be required. All outdoor storage shall be screened with a sight obscuring fence and or wall and storage visible from the public right of way cannot exceed 6 feet in height. Barbed wire is prohibited. The addition of outdoor storage areas would likely trigger landscaping and pavement requirements. Wycoff Dear Mayor Lent, I wrote you a letter last week outlining the difficulties we are facing trying to open our business in Bremerton. In it I stated that we would be meeting with the city today to try and hash out a solution. Unfortunately, that meeting will not be happening because we were told it would be useless. How is a meeting ever useless? The city clearly does not understand our operation, and is refusing to to understand it. At this point, we will be looking for space outside of Bremerton. This will take time and resources that we have already exhausted. We are frantic and frustrated, but not without a voice. It is a shame that our business was.dismissed as unworthy. We could have done much to boost the image of your city. If Bremerton is to ever pull itself out of its funk, temporary changes to codes and variances will need to implemented. These compromises occur in cities much larger than yours. Sadly, we don't have the time to wait for this to happen. Yours, Karen Fredericks Dogpaw Design r Cerdficate Of Occupancy Department of Community Development This certificate issued to the requirements of Section 110 of the International Building Code, as adopted by the Bremerton Municipal Code, certifies that at the time of issuance this structure complied with the requirements of the code for the occupancy and division of occupancy and the use for which the occupancy is classified. The requirements may include (list is not inclusive): a) An engineered analysis to show the building will comply with the construction for the new occupancy. Either an architect or engineer stamp and signature is required for modification or change of use of an existing structure that is greater than 4,000 square feet in total floor area. Any alterations to the building shall not increase the force in any structural element by more than 5% unless the entire seismic force resisting system is determined to be compliant with an engineered analysis. I attached a brochure about guardrails and handrails and some of the code requirements referenced above. Once you submit revised building plans, you'll have to give us a few days or a couple of weeks to review them. After everything gets approved, we'll reissue the permit, and then you'll be able to call for inspections of the work. Please don't hesitate to contact either Mike or me if you have any questions. I tried to include everything we discussed concerning your business, but we may have missed a couple. As promised, we have put the code corrections we discussed into writing so you have a list. We want to work with you to make a successful business that is safe for customers and staff. Building: 1) A building permit is required to occupy, construct, or modify any structure. The permit was issued as a Tenant Improvement -No Work which means nothing changed in the building. However, some construction occurred with the mezzanines and platform, and the use of the rooms has changed. Please provide floor plans for each floor with each room labeled, exiting configuration, plumbing fixtures, mechanical equipment, etc. Please revise the building permit with the scope of work that was performed or will be performed, and the valuation of the work. 2) The proposed use is Group M for the hobby store, and the race car track is Group B where the assembly use has an occupant load of 49 or less. Straub(cDkcc.com > 02/24/05 3:16 PM >>> Jim and Janet, Just wondering if there has been any other progress on this property. From what I can tell, all of the utilities have been removed for the past month, yet no additional progress has occurred. Has the city come to a conclusion as to what will be allowed on this lot? Also, I now have a new issue. Except for this is with the new owners of-- . " the lot across the street from my house, and the property manger in charge of it. This lot was strictly used by Bremerton Glass as a parking area, with the exception of them allowing St. Vincent's employees to park there. The new property manager no longer will allow St. Vincent's employees to park there for free, and is soliciting people to pay for parking. I understand that if this lot had always been a paid lot, it would be "grandfathered" in and allowed to continue. However this is not the case. They property manager is currently leasing the lot to someone who has parked a semi -trailer on the lot and is using it as a distribution center for phone books. This creates excess traffic, noise, dust (due to the lot not being paved), and general clutter on this street during the day and night. They have also driven the tractor trailer on to Les Richardson's grass lot, well over the parking lot property line, which caused deep ruts in the grass (I maintain this lot for him.). Please let me know what can be done about this. The property manager is: Art Locke, 360.473.1100 I apologize for constantly bugging you about this area, but after living here for 11 years I hate to see this area get neglected. I previously parked directly across the street from my house with that car, but after the new owner took control of the property I was told I would have to pay to park there. Where the Semi is parked is where the St. Vincent employees were previously allowed to park for free, but once again, the new owner wanted to start charging $15.00/month to park there. Part of the problem was how the St. Vincent's employees treated the area, the other part is that people would dump vehicles there ... this is why they wanted to start charging, and so that they could tow people right away. I then talked to Art Locke who is handling the property management and explained to him that I have maintained the lot for many years (mowing, picking up trash, getting abandoned vehicles removed, etc.). He gave me a parking pass for the car. This is why those Chico towing signs were put up. Even though I have the pass I refuse to park on that lot. He also told me that they are eventually planning on paving that area and turning into a paid parking lot. At first no one was paying to park there, then the company distributing phone books paid for a spot for the Semi. I called to complain to Art that people were coming and going late at night, making a tremendous amount of noise, doing "doughnuts" across the street and also leaving their trash laying around. He told me that the were paying for a spot and could park the truck there and that he would talk to them about the "after hours" issues. Nothing changed. If you look at where the trailer is, they are actually driving on to Les Richardson's property (which I also maintain) and when it was raining, the truck was leaving deep tire marks on the grass. Here is Art's contact information: Art Locke CENTURY 21 Anchor Assoc. 3608 Wheaton Way Bremerton, WA 98310 Business: (800) 347-2642Fax: (360) 473-1111 Pager: (360) 792-7109 E -Mail: Art@century21anchor.com An easy, covert way to see if he is charging would be to just call him up and ask for a parking spot there. It would be interesting to see what his answer would be.
