SUMMARY: The plan is to upgrade and lower three cameras, add a fourth camera and upgrade
broadcast equipment in the control room. Requests for bids were sent to 5 businesses on
November 13,2015. There was a walk through with potential bidders held Friday, November 20.
Bid opening was on December 3. The one bid received was from Utter Associates, Seattle, WA.
ATTACHMENTS: Public Works Contract, Exhibit A Scope of Work(as contained in the Notice
Inviting Bids), Exhibit B Project Labor plan
FISCAL IMPACTS (Include Budgeted Amount): This upgrade is funded through P.E.G.funds that
are earmarked for capital purchases. $100,000.00 was budgeted in the BKAT 2015 annual
budget. The money was not spent in 2015. We are requesting $130,000.00 of available P.E.G.
funds be added to the 2016 BKAT Capital Budget. This amount plus the budgeted amount of
$30,000.00 will cover the entire cost of this project.
Total cost: $142,778.60 (plus tax)

RECOMMENDED MOTION: Move to approve Public Works Agreement with Utter Associates inthe
amount of$142,778.60 (plus tax)for the purchase and installation of Broadcast EquipmentUpgrades
in the Norm Dicks Government Center and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented; and to increase the 2016
BKAT Capital Budget by$130,000.00 for this purpose.
