SUMMARY: Kitsap Humane Society proposes that the City establish a lifetime licensing fee for
neutered or spayed cats and dogs. Kitsap Counry has instituted a lifetime rate and has shown that
citizens prefer the lifetime license over an annual license for convenience. Other proposed changes
are a $1.00 replacement tag fee and an additional fee for late renewals.

FISCAL IMPACTS (Include Budgeted Amount): No fiscal impacts. KHS keeps all revenue and
expenses associated with licensing.
