SUMMARY: It is recommended the City offer lifetime licenses for neutered or spayed cats and dogs
as a convenience to the residents of the City of Bremerton. Proposed changes to Sections 7.08.010
and 7.08.020 allow for the issuance of lifetime licenses. With the recommendation of a lifetime
license, staff is also recommending the transfer of licenses from one owner to another be removed
from the code, so that lifetime licenses may expire upon change in ownership.

FISCAL IMPACTS (Include Budgeted Amount): No fiscal impacts. The proposed contract with Kitsap
Humane Society allows the revenue and expenses for licensing be retained with the contractor.
