SUMMARY: Based on an evaluation of qualified consultants, the City has selected HDR Inc. to
design a hard cover for Reservoir 4, an 11 million gallon in-ground reservoir located in West
Bremerton. The previous two membrane covers failed within approximately 10 to 15 years of
installation. The new hard cover is expected to have a 50-year life span.
Four consultants were sent a Request for Proposals (RFPs). All four consultants submitted proposals to
the City. HDR, Inc. was selected for the work based on their experience, qualifications and project
approach. A scope of work was submitted and negotiated in the amount of$288,694. The requested
action before the City Council is authorization for the Mayor to finalize and execute the consultant
agreement.

FISCAL IMPACTS (Include Budgeted Amount): The design and construction of this project is
included in the 2015 and 2016 budgets. The work is funded by DWSRF Loan # DM15-952-026 for
$2,300,000 previously approved for this project.
