The City of Bremerton is truly the centerpiece of the Kitsap Naval Base region, and has undergone a significant economic recalibration over the last decade — an impact that has been moderated by the sustained presence of the military community and civilian Department of Defense workforce. As we move into times of greater economic prosperity, the announcement of a strategic shift or "pivot" to the Pacific, especially by the forces of the United States Navy, presents a transformational opportunity for Naval Base Kitsap — Bremerton, the Puget Sound Naval Shipyard, the City of Bremerton and her regional partners. While such dynamic changes can be daunting, a broad partnership among the public, private, non-profit and military sectors can effectively respond to this opportunity. SCJ has prepared this proposal to bring additional focus, organizational capacity and awareness to the importance of the Defense Industry Corridor, anchored by Bremerton. We believe in outcomes and deliverables that clearly express the prioritized actions which meet the needs of the Navy, the City, the Port of Bremerton and many others in an orderly and efficient way. Issue Identification and Assessment of Existing Conditions This critical first task began with an informal meeting in lune that included Bremerton, Port, County and other key stakeholders and helps form the analytical basis for future decisions. The purpose of this session was to gain context and identification of emerging issues and determine the interest in moving forward in collaboration. This common understanding is essential to building a consensus-based set of clearly articulated principles. The result will be a shared set of goals and priorities that will help guide implementation of the effort in the months and years ahead. Task 1: Collection of Existing Documents This task includes the collection of relevant data and reports needed to gain an informed understanding of the recent work that has been completed in the area, including: 1. SKIA Subarea plan 2. Naval Base Kitsap JLUS 3. Bremerton Comprehensive Plan 4. Port of Bremerton Airport Master Plan 5. Other documents as needed 8730 Tallon Lane NE, Suite 200 • Lacey, WA 98516 • Office 360.352.1465 • Fax 360.352.1509 • scjalliance.com i Task 2: Discussions with Stakeholders September 25, 2015 Page 2 of 2 While this data collection will provide a sound technical base, it is important to continue the dialogue with the region's decision-makers to understand their interests and priorities. We propose to conduct up to six in-depth, one-on-one discussions or small group sessions with stakeholders: 1. Government Representatives 2. Navy 3. Defense Industry 4. Private development community 5. Other stakeholders as identified The results of this effort will be summarized in a memorandum format that identifies key issues, existing policies, proposed improvements, ongoing deficiencies and areas that warrant further evaluation. Deliverables: • Informal Meeting with Key Stakeholders • Stakeholder and Small Group Discussions • Summary Memorandum on Key Issues and Stakeholder Feedback Anticipated Timeline: 60 days following contract approval to allow for Task 2 scheduling (approx. December 2015) Total Time and Materials Fee Estimate: $7,300 Expenses Expenses will be charged on a time and material basis and include items such as mileage, plan reproduction, copies, etc. and will not exceed this amount without authorization. Expenses Time and Materials Fee Estimate: $500 Potential Additional Services Total Estimate: $7,800 Through the initial tasks outlined above, we anticipate a number of issues may be identified requiring additional analysis or evaluation. As we have discussed there may be unanticipated issues to resolve that may need supplemental effort, and the above scope may not cover the outreach desired to create the necessary collaboration. Future tasks may include: • Evaluate phasing of infrastructure improvements • Presentation Materials, Additional Branding, Website • Workshops or Forums • Mapping These fees are based on our current knowledge of the project, and all work will be provided on a time and materials basis. The estimated cost for all the work is anticipated to be $7,800. If, over time, the scope and overall objectives of the project change, these fees may need to be adjusted to reflect the modified circumstances. t SC1 LLIANCE CONSULTING SERVICES EXHIBIT B SCHEDULE Prepared for: City of Bremerton Strategic Planning for Defense Industrial Corridor Schedule Uqon Authorization Tasks Colfection of Existing Documents Discussion with Stakeholders Summary Report & Deliverables Week Week Week Week Week Week Week Week 1 2 3 4 5 6 7 8 ♦ ♦ ♦ ♦ ♦ ♦ ♦ ♦ ♦ ♦ ♦ 8730 Tallon Lane NE, Suite 200 • Lacey, WA 98516 • Office 360.352.1465 • Fax 360.352.1509 • scjalliance.com w s 1w EXHIBIT C BILLING RATE SCHEDULE Strategic Planning for Defense Industrial Corridor April 1, 2015 Classification Senior Project Manager Project Manager Senior Planner Planner Transportation Planner Other.Fees: • Direct project expenses and reproduction costs are billed at cost plus 15% Reimbursable Expenses: • Mileage • Bond Paper Plots • Mylar • Reports Hourly Billing Rate $150.00 $128.00 $120.00 $95.00 $95.00 $0.65/Mile $2.50/Sheet $20.00/Sheet $35.00/Each C:\Users\Dan.Penrose\Desktop\2015 09 25 Bremerton Strat Plan Rates.docx Client#: 116497 SHEACARR EDATE31(MM/DD5 /YYYY) ACORDTM CERTIFICATE OF LIABILITY INSURANCE 6/22/2016 THIS CERTIFICATE IS ISSUED AS A MATTER OF INFORMATION ONLY AND CONFERS NO RIGHTS UPON THE CERTIFICATE HOLDER.THIS CERTIFICATE DOES NOT AFFIRMATIVELY OR NEGATIVELY AMEND,EXTEND OR ALTER THE COVERAGE AFFORDED BY THE POLICIES BELOW.THIS CERTIFICATE OF INSURANCE DOES NOT CONSTITUTE A CONTRACT BETWEEN THE ISSUING INSURER(S),AUTHORIZED REPRESENTATIVE OR PRODUCER,AND THE CERTIFICATE HOLDER. (ARCHITECTS, ENGINEERS AND SURVEYORS) This endorsement modifies insurance provided under the following: COMMERCIAL GENERAL LIABILITY COVERAGE PART 1. The following is added to SECTION II —WHO IS AN INSURED: Any person or organization that you agree in a "written contract requiring insurance" to include as an additional insured on this Coverage Part, but: a. Only with respect to liability for "bodily injury", "property damage" or "personal injury"; and b. If, and only to the extent that, the injury or damage is caused by acts or omissions of you or your subcontractor in the performance of "your work" to which the "written contract requiring insurance" applies, or in connection with premises owned by or rented to you. The person or organization does not qualify as an additional insured: c. With respect to the independent acts or omissions of such person or organization; or d. For "bodily injury", "property damage" or "personal injury" for which such person or organization has assumed liability in a contract or agreement. The insurance provided to such additional insured is limited as follows: e. This insurance does not apply on any basis to any person or organization for which coverage as an additional insured specifically is added by another endorsement to this Coverage Part. f. This insurance does not apply to the rendering of or failure to render any "professional services". g. In the event that the Limits of Insurance of the Coverage Part shown in the Declarations exceed the limits of liability required by the "written contract requiring insurance", the insurance provided to the additional insured shall be limited to the limits of liability required by that "written contract requiring insurance". This endorsement does not increase the limits of insurance described in Section III — Limits Of Insurance. h. This insurance does not apply to "bodily injury" or "property damage" caused by "your work" and included in the "products - completed operations hazard" unless the "written contract requiring insurance" specifically requires you to provide such coverage for that additional insured, and then the insurance provided to the additional insured applies only to such "bodily injury" or "property damage" that occurs before the end of the period of time for which the "written contract requiring insurance" requires you to provide such coverage or the end of the policy period, whichever is earlier. 2. The following is added to Paragraph 4.a. of SECTION IV — COMMERCIAL GENERAL LIABILITY CONDITIONS: The insurance provided to the additional insured is excess over any valid and collectible other insurance, whether primary, excess, contingent or on any other basis, that is available to the additional insured for a loss we cover. However, if you specifically agree in the "written contract requiring insurance" that this insurance provided to the additional insured under this Coverage Part must apply on a primary basis or a primary and non-contributory basis, this insurance is primary to other insurance available to the additional insured which covers that person or organizations as a named insured for such loss, and we will not share with the other insurance, provided that: (1) The "bodily injury" or "property damage" for which coverage is sought occurs; and (2) The "personal injury" for which coverage is sought arises out of an offense committed; after you have signed that "written contract requiring insurance". But this insurance provided to the additional insured still is excess over valid and collectible other insurance, whether primary, excess, contingent or on any other basis, that is available to the additional insured when that person or organization is an additional insured under any other insurance. Of Rights Of Recovery Against Others To Us, of SECTION IV — COMMERCIAL GENERAL LIABILITY CONDITIONS: We waive any right of recovery we may have against any person or organization because of payments we make for "bodily injury", "property damage" or "personal injury" arising out of "your work" performed by you, or on your behalf, done under a "written contract requiring insurance" with that person or organization. We waive this right only where you have agreed to do so as part of the "written contract requiring insurance" with such person or organization signed by you before, and in effect when, the "bodily injury" or "property damage" occurs, or the "personal injury" offense is committed. The following definition is added to the DEFINITIONS Section: "Written contract requiring insurance" means that part of any written contract under which you are required to include a person or organization as an additional insured on this Coverage Part, provided that the "bodily injury" and "property damage" occurs and the "personal injury" is caused by an offense committed: a. After you have signed that written contract; b. While that part of the written contract is in effect; and c. Before the end of the policy period. Page 2 of 2 ©2015 The Travelers Indemnity Company.
