Background Data Collection and Review The objective of this task is to collect and evaluate existing data on the City's stormwater management program, natural resources, and institutional knowledge of the City's stormwater system. In particular, this effort will focus on the identification of locations with known stormwater problems and provide the City with an opportunity to share high-level concerns related to the existing stormwater program to help focus work on the project in priority areas. Herrera will selectively review data and information provided by the City to gain a comprehensive understanding of the stormwater system, stormwater management needs associated with existing and future development, and natural resources impacted by stormwater runoff throughout the City. Herrera will identify data gaps based on previous experience with stormwater comprehensive plans, experience with LID retrofit plans, and discussions with City staf£ Task 1 will be initiated with a kick-off workshop with City staff, including Public Works and Utilities engineering, water resources, and operations staff. This will ensure that Herrera staff understands the stormwater assets and deficiencies, as well as the stormwater management program from the City's perspective and will help to prioritize Herrera's data review. This meeting will also be used as a forum to discuss known and suspected problem locations in the stormwater system. Herrera will develop a simple questionnaire for City staff to complete before this meeting. Herrera will selectively review the following information, if available and as appropriate: ■ GIS data including existing stormwater system, soils, water resources, utilities, land uses, aerial photos, streets, topography, zoning, tax lots, buildings, and private stormwater facilities. ■ Relevant programs or plans provided by City including the City's 1996 and 2008 Stormwater Comprehensive Plan, city-wide Comprehensive Plan, including updates not reflected in the most recent documents. ■ Any additional project lists or records of stormwater problem areas, including customer response database. ■ Record drawings (as-builts) for stormwater facilities that require rehabilitation or replacement. ■ Design drawings and cost estimates for the Marine Drive / Kitsap Way and Ostrich Creek, and any other projects that may be integrated into the CIP plan ■ A synthesized list of historical capital improvement program (CIP),basin plan related stormwater projects, and known problem issues (including any conceptual solutions that have been proposed internally). Stormwater System Evaluation and LID Retrofit Opportunities and Constraints Analysis The Herrera team will evaluate City-wide LID opportunities and constraints to support identification and development of LID retrofit projects. The assessment will focus on identifying areas where stormwater BMP retrofits have a hif;h potential for water quality and flow control benefits. Property types in the study area to be assessed will include: 1) publicly owned property, 2) road rights of way [ROW]), and 3) privately owned property. In particular, this effort will focus on the identification of areas where stormwater can be infiltrated and the other factors that influence project cost and effectiveness, such as the presence of existing stormwater flow control and treatment facilities. This task will include a review of available background materials provided by the City, a geological assessment, integrated GIS analysis of site suitability, and field reconnaissance. Specifically, this task will include the following components: a. Infiltration assessment using existing City data and external data sources b. GIS Analysis of opportunities and constraints Task 3A — Infiltration Assessment This subtask focuses on a Citywide assessment of stormwater infiltration characteristics including: ■ Infiltration potential as determined by geology and soil type: This information will be based on available geologic and hydrogeologic reports and maps, internal AESI files/information, water well information on file with the City of Bremerton, and Department of Ecology well/boring logs. ■ Topography/slope: Based on analysis of LiDAR and USGS topographic data. ■ Risk to environment: Based on maps of environmentally sensitive areas, including steep slopes, wetlands, surface water, and well head protection areas. Since sensitive steep slope areas have not been mapped for most of the study area, the steep slope assessment will likely be based on an analysis of topography and geology. ■ Depth to groundwater/seasonal high water table: This information will be based on geology, well data, available hydrogeologic studies, and surface water elevations. ■ Thickness of unsaturated permeable horizon: This information will be used to help assess the potential for deep stormwater infiltration. It can be estimated based on hydrogeologic information, including well logs, and nearby surface water elevations. The information is generally of poor quality and can be difficult to interpret but it should be useful for a screening level analysis. mr n.,..m, ao. August 17, 2015 6 of 17 Herrera Environmental Consultants SCOPE OF WORK AESI will create GIS layers to represent each of these important site characteristics, specifically geology, soil, steep slopes, and well head protection areas mapped by State Health Source Water Assessment Program. AESI will incorporate readily available GIS information provided by the City or Herrera on streams and wetlands. Unique combinations of these criteria will be used to assess infiltration feasibility. The potential for shallow infiltration and deep infiltration will be assessed and maps will be created to show the potential for shallow infiltration and deep infiltration across the City. AESI will prepare a technical memorandum summarizing the results of the site characteristics assessment. This memorandum will include a description of the hydrogeologic setting, infiltration feasibility approach, GIS maps for all the layers defined above, and a summary of the results. . Assumptions Comments on the memorandum will be incorporated in the capital improvement plan prepared in Task 5. This work will not include an assessment of potentially contaminated sites, septic drain fields or existing landfills. This information can be incorporated into the infiltration feasibility maps if readily available in GIS format. De/iverables GIS layers of results in digital format. Technical memorandum documenting the work of this subtask in pdf and Word format. Task 3B — GIS Analysis of Opportunities and Constraints The objective of the GIS analysis in this subtask will be to tie together input gathered during previous steps into a map tool that can be used to select priority areas and sites to be evaluated via field reconnaissance in Task 4. Assumptions The map will integrate GIS layers that convey the following information: ■ Shallow and deep infiltration potential based on infiltration assessment performed in Task 3A ■ Stormwater pollutant hotspots based on land use intensity, impervious area data, TMDL Plan data, and other data reviewed in Task 1 ■ Areas already serviced by existing water quality and flow control facilities based on existing facility locations, storm drain network, and topography ■ Known drainage and water quality problems ■ Currently proposed CIP locations ■ Property ownership considerations The GIS analysis may also incorporate the following information where available and appropriate: Institutional knowledge from City staff related to areas that may be more suitable to LID mi n.,,.v,n,,,,,,.•.p.•r„r-isAid:. Initial screening will be conducted to visit problem locations and LID opporturuty areas. Areas to be evaluated in the field will include known drainage and water quality problems and areas potentially suitable for LID retrofits. This task will result in identification of up to 25 CIP project locations and candidate LID retrofit sites for further development and evaluation. This "windshield assessment" level evaluation will focus on understanding problems and opportunities in the field, and identifying projects. Assumptions Herrera team staff will spend up to 60 hours (including preparation and travel time) to visit opportunity areas or known problem locations and identify up to 25 candidate project sites. During these site visits, Herrera will be accompanied by City staff familiar with the problem as applicable. Field evaluation will be focused on a high-level qualitative evaluation of important stormwater system issues/components and natural resources. Field measurements (e.g., pipe diameter, channel geometry) may be collected where features are readily accessible, but the field evaluation will not include any survey data, water quality sampling, or flow measurements. mr ti.•m•.,.m,.aL i-is-0aa„« August 17, 2015 8 of 17 Herrera Environmental Consultants SCOPE OF WORK If budget allows, a photo log will be developed the site visits with photos and simple captions related to potential project locations. Additional field assessment will need to be conducted as part of supplemental services if required. Deliverables Map(s) identifying the 25 candidate CIP locations (including LID retrofit sites), accompanied by a matrix listing site information such as ID code, location, contributing drainage area characteristics (includes pollutant generation), current site condition (includes flooding problems), stormwater system project options considered to be the most likely (includes gray- infrastructure and LID options), receiving water problems, and potential site challenges. Matrix summarizing potential sites, problems, solutions, and benefits. Email summary of the field efforts and recommendations for additional data collection and next steps, as appropriate. Task 5. CIP and LID Retrofit Project Prioritization Work on this task will evaluate and prioritize sites identified in prior efforts to identify 14 projects to be developed at a concept level and included in project summary sheets. Herrera will complete a prioritization matrix for the 25 CIP sites identified in Task 4 and facilitate a project team meeting to review the prioritization results and identify up to 14 priority sites. Assuntptions ■ Prioritization criteria will be developed based on input from the project team during the advisory group meeting and through follow up discussions. ■ The Herrera team will present a list of draft criteria to the City for input and approval. ■ To the extent feasible, prioritization will be kept qualitative. For example, factors such as problem risk, water quality benefit, and grant funding potential will be evaluated using qualitative data. ■ The City will provide support by completing portions of the prioritization table that depend on institutional knowledge, such as frequency or severity of problems. ■ City staff will familiarize themselves with the results of initial field assessment as needed to support prioritization discussions. ■ City staff will participate in a prioritization meeting at Herrera's Seattle office or via video conference. ■ Herrera will provide the final ranking to the City as meeting notes and the revised prioritization table will be incorporated into the CIP Chapter. ■ If site specific geotechnical explorations will be required at any of the sites, the City will complete the required forms for the Department of Historic Preservation and the work would be conducted using supplemental services budget. mr n..•,.,,.M,.,e,.,...«,•r ,i-is-0xr e.
