SUMMARY: WSDOT plans to construct a pavement overlay of State Route 303(Warren Avenue
and Wheaton Way)through the City of Bremerton in 2017. For compliance with a joint FHWA and
Department of Justice Technical Assistance Bulletin, WSDOT will be upgrading several curb ramps
along this corridor beginning this fall, and completing the work in 2016. On July 6th, WSDOT
provided the City with site plans indicating they would install or replace approximately 40% of the
non-compliant or non-existing curb ramps along the corridor. Staff have negotiated with WSDOT for
a 50:50 cost split to construct curb ramps at the remaining locations. The requested action is
approval of a Local Agency Participating Agreement with WSDOT to design and construct curb
ramps along the SR303 corridor.

FISCAL IMPACTS (Include Budgeted Amount): The agreement will state that design and
construction costs will be split 50:50 between the Ciry and the State, and identifies the City's cost at
approximately$100,000. Given WSDOT intends to advertise the project on October 12th, 2015 costs
will be Design only, with the City's share estimated at$20,000. The project is not included in the
2015 budget.

RECOMMENDED MOTION:
Move to approve the Local Agency Participating Agreement with WSDOT for curb ramp design and
construction along State Route 303 in the amount up to $100,000, and authonze the Mayor to finalize
and execute the agreement with substantially the same terms and conditions as presented.
