SUMMARY: The Burwell Tunnel provides pedestrian access under Burwell Street between the
Navy's controlled industrial area and the Navy owned property at the intersection of Park Avenue and
Burwell Street. The project will improve safety and security, while simultaneously improving the
overall aesthetic look and feel of the secure access visible from City streets and businesses. The
attached Memorandum of Agreement outlines the roles and responsibilities of the City and the Navy
in completing work on this project.

FISCAL IMPACTS (Include Budgeted Amount): The Commerce grant provides reimbursement of all
project costs with no match required. Project costs will be expended from the Engineering General
Fund budget.

RECOMMENDED MOTION:
Move to approve the Memorandum of Agreement with the US Navy for the Burwell Pedestrian
Tunnel Improvements Project and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
