SUMMARY: Financial Consulting Solutions Group (FCS)was retained by the City to perForm a
general facilities charge (GFC) update for water, wastewater and stormwater utilities, in conjunction
with the review of the City's miscellaneous fee schedule. The proposed ordinance incorporates
amendments to Bremerton Municipal Code Chapter 15.06 and ordinance 5265. Exhibits A and B
outlines assessments, rates, fees, and charges for water, wastewater and stormwater services
recommended by FCS as determined by the study.

FISCAL IMPACTS (Include Budgeted Amount): The study concluded the recommended rates are
required to meet O&M, capital improvements, and recover appropriate system development charges
and fees for development activities. Failure to implement study recommendations will result in
ratepayers subsidizing new development and will also result in utility budget shortfalls.
