SUMMARY: On January 20'h, the City was awarded an FHWA grant through the Puget Sound
Regional Council's Non-Motorized Transportation Program for the Bremerton Crosswalk
Improvement project. The project will construct pedestrian improvements at five locations city-wide
and includes new curb ramps, ADA signals, lighting, and enhanced safety features at select
locations. Three consultants were interviewed to design the improvements and Skillings and
Connolly Inc., of Lacey WA was selected. The requested action is approval of the Professional
Services Consultant Agreement with Skillings Connolly, Inc., for design of the Bremerton Crosswalk
Improvements Project.

FISCAL IMPACTS (Include Budgeted Amount): The project is included in the Street Fund Budget.
The total project cost is$800,000,which includes revenue of$692,000 from the FHWA Grant.

RECOMMENDED MOTION:
Move to approve the Local Agency Professional Services Lump Sum Consultant Agreement with
Skillings Connolly in the amount of$119,668.00 and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
