A RESOLUTION of the City Council of the Ciry of
Bremerton, Washington, declaring blight to exist within an area of
the City and declaring the necessity of rehabilitation,
redevelopment or a combination thereof, to be necessary.
WHEREAS, The City Council passed Resolution No. 1730 in June of 1977
declaring blight to exist in an area of the downtown core within the City; and
WHEREAS, The City recently conducted a study to re-evaluate this and
adjoining areas of the downtown core; and
WHEREAS, the City must demonstrate that an area has a substantial number of
deteriorated or deteriorating buildings, and at least 25% of the properties throughout the area
experience one or more of the following: physical deterioration of buildings or improvements,
abandonment of properties, high vacancy rates in commercial or industrial buildings, significant
declines in property values, or known or suspected environmental contamination; and
WHEREAS, the study of the downtown area resulted in certain findings that 77%
of the buildings within the study area have depreciated in value between 2008-2015, 5% of
buildings are in deteriorating condition as defined by Kitsap County Assessor, and 5% are vacant
and therefore 80%of the area meets one of the criteria to be designated blight; and
WHEREAS, based on the study of the downtown area, additional areas were
added to the boundaries of the previously declared blighted area, resulting in a newly designated
area identified in Exhibit A, attached hereto and incorporated herein by this reference.
WHEREAS, it is in the interest of public health, safety, morals and welfare of the
residents of the City of Bremerton to rehabilitate, redevelop, or a combination thereof, the
blighted area; and
WHEREAS, in order to rehabilitate and redevelop such area, it is necessary to
find and declare said area to be blighted pursuant to RCW 35.81.050 and 24 CFR
§ 570.208(F)(b)(1); NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1 The recitals set forth above in this resolution are hereby
incorporated and adopted herein as Findings of Fact and Conclusions as if fully set forth herein.
SECTION 2 This resolution hereby repeals and replaces in its entirety
Resolution No. 1730.

SECTION 3 The Findings of Fact and Conclusions meet state and local law and
state that 89% of the buildings in the area have depreciated in value between 2008-2015, are in
deteriorating condition, or are vacant.
SECTION 4 The area outlined in its entirety in Exhibit A is found and declared
to be, and is hereby designated a blighted area pursuant to RCW 35.81.050 and 24 CFR §
570.208(F)(b)(1).
SECTION 5 That the rehabilitation, redevelopment, or a combination thereof,
of this blighted area is necessary in the interest of the public health, safety, morals and welfare of
the residents of the City of Bremerton.
SECTION 6 Severcrbilitv. If any one or more sections, subsections, or sentences
of this Resolution are held to be unconstitutional or invalid, such decision shall not affect the
validity of the remaining portion of this Resolution and the same shall remain in full force and
effect.
SECTION 7 Effective Dnte. This resolution shall take effect and be in force
immediately upon its passage'
