Subject: Fiscal Impacts of Annexation
At the City Council study session last week Councilman Runyon asked if additional car tab fees for the proposed
annexation areas should be included in the fiscal analysis.
Based on the population estimates in the study approximately$57,000 would be collected from the proposed
annexation areas in 2015. In my opinion the most conservative approach would be to not include these fees for the
following reasons:
1. The fees are approved for a six year period. There is no certainty that the tab fee will be renewed throughout
the study term.
2. Historically the annual work plans approved by the Board have included contributions to capital projects. The
amounts of those contributions have been determined on a case by case basis. Determining the remaining
funds dedicated to operations would be difficult.
3. Any TBD revenues dedicated to operations in the Street fund would be offset by expenditures to carry out the
work plan resulting in a net fiscal impact of zero.
Because of these reasons we have directed the consultant to not include car tab fees in the projected fiscal impacts in
the final report.
