SUMMARY: The Police Department intends, following negotiations with the Bremerton Police
Officer's Guild (BPOG), to eliminate the Master Police Officer(MPO) program and replace it with the
Civil Service rank of Police Corporal. Corporals will be trained and serve as assistant supervisors.
ATTACHMENTS: (1) Proposed Memorandum of Understanding between the City and the
Bremerton Police Officer's Guild, (2) Corporal job description and (3)Appendix B of BPOG CBA
regarding MPO program
FISCAL IMPACTS (Include Budgeted Amount): The Department anticipates an initial increase in
cost countered by a significant long term savings. The fiscal impact depends on the number of MPOs
who are promoted to the rank corporal. The initial cost increase will be befinreen $0 (all Corporals
come from the MPOs)to a maximum of$39,417(in 2016 dollars) if none of the MPOs are promoted
to Corporal. Long term, as former MPO's retire or are advanced to the rank Corporal in later
promotions, the City will eventually see a savings of$21,900 per year in 2016 dollars(9 Corporals
vs. 14 MPOs).

RECOMMENDED MOTION:
Move to approve the Memorandum of Understanding (MOU) between the City and the Bremerton
Police Officer's Guild regarding elimination of the Master Police Officer program and establishing the
Civil Service position of Police Corporal and authorize the Mayor and Police Chief to finalize and
execute the MOU.
