6A - PUBLIC HEARING AND ORDINANCE NO. 4938 REPEALING PORTIONS OF CHAPTER
21.02 AND CREATING CHAPTER 20.02 OF THE BREMERTON MUNICIPAL CODE RELATING
TO REVIEW AND PROCESSING OF PROJECT PERMIT APPLICATIONS {#AB05-128l: ROQer
Lubovich, City Attorney, summarized that the current provisions of the Bremerton Municipal Code
relating to project permitting need to be updated and consolidated to assist in the administration,
review, and processing of permit applications.
There were no comments from the public.
City Council Reg. Mtg. Minutes
Wednesday, June 1, 2005
Mr. McConnell stated that although he agreed with the concept of the proposed changes, he
would not support this ordinance because he feels too much of the process will now bypass the
Council, which he feels will make it too difficult, if not impossible, to discuss the issues with their
constituents because the Council will not know what the issues are about.
Mr. Shepherd believed that while some responsibilities would be shifted from the Council to the
Hearing Examiner, changing the process would actually offer a balance between the legal process
and the cost of that process.
Mr. Short stated that although he agrees with the comments made by Mr. McConnell, he will
support this action because it will provide more consistency, and remove the "politics" from Land
Use issues. Ms. Arends expressed her agreement with previous comments, and hoped that the
Hearing Examiner program continued to be an effective and neutral means to addressing land use
issues.
Mr. Maupin stated that more time can then be spent by Council on policy issues; and pointed out
that Council members can consult with staff from the Department of Community Development on
those issues that generate interest from their constituents.
Ms. Robinson asked for further explanation on what a "joint hearing" was. Robert Grumbach,
Planner, explained it meant projects that involve different jurisdictions, such as the County.
Mr. NYQren provided support for the Hearing Examiner System since the Hearing Examiner has a
legal background needed to address land use issues, something that Council Members lack.
6:00:25 M/S/C (Arends/Short) Move to pass Ordinance No. 4938 repealing portions of Chapter
21.02 and creating Chapter 20.02 of the Bremerton Municipal Code relating to review and
processing of project permit applications.
Voted in favor of Motion: Priest, Shepherd, Robinson, Arends, Maupin, Short, Nygren
Voted opposed to Motion: McConnell, Gehring
Motion carried: 7-Yes; 2-No
7 A - RESOLUTION NO. 2963 ADOPTING FINANCIAL GOALS AND POLICIES FOR THE CITY
OF BREMERTON (#AB05-129): Laura Lyon, Financial Services Director, explained that the
stewardship of public funds is one of the greatest responsibilities given to the officials and
managers of the City of Bremerton. The establishment and maintenance of sound fiscal policies is
an important part of fulfilling that expectation. The City had previously adopted financial policies
and guidelines by Resolution No. 2095 on October 3, 1985. However, they are now almost 20-
years old and are in need of updating and simplification. The proposed action establishes an
updated framework of financial health and stability to guide the City's financial planning and
decisions.
Ms. Lyon added that explanations for Budget Accounting and Reporting System (BARS) and
Generally Accepted Accounting Principles (GAAP) were added in the Section "Goals for
Accountability" on page 3, and insertion of Bremerton Municipal Code (BMC) Chapter 2.14.040 on
page 4.
There were no comments from the public.
Mr. Gehrina questioned if there would be latitude for debt service coverage. Ms. Lyon responded
that there was a goal to work towards a certain level of debt service coverage and improving our
standing will improve our future ability to acquire credit.
City Council Reg. Mtg. Minutes
Wednesday, June 1, 2005
Mr. Short thanked Ms. Lyon and staff for their work in producing this important policy and for
providing clear direction.
Mr. NYQren thanked Ms. Lyon, as well as Will Maupin and members of the Fiscal & Budget
Committee for the countless hours dedicated to creating this document.
Mr. Maupin commented that setting policy guidance prior to the budget cycle will be very helpful to
the Council, and congratulated Ms. Lyon for producing a brief yet detailed document.
Mr. Shepherd also thanked Ms. Lyon for making the policy simple yet powerful.
Ms. Robinson commended Ms. Lyon on the outstanding job she did on forming the policy.
6:15:32 M/S/C/U (Maupin/Arends) Move to approve Resolution No. 2963 adopting financial goals
and policies as amended, for the City of Bremerton.

Salary $37,627.20
Date hire July 1, 2005
II. Explanation for deleting position(s). Include description of position and rationale for deleting position:
The Records Unit in the Support Services Division of the Police Department needs to change its staffing level
from four records specialist lis (RS) and one records specialist I to five records specialist lis because mandated
requirements of the RCW and the use of enabling electronic media and technology have increased the scope of
work for records specialists. Also, records specialist Is can no longer cover for records specialist lis.
m. Explanation for adding new position(s). Include description of new positions' responsibilities, impact on
office staff and work load, circumstances which resulted in new responsibilities being created, and funding
support.
The following are major tasks that require the need for a records specialist II: City of Bremerton citation
program administration; records archiving in electronic media; purging records; criminal history records
validation; public disclosure requests; and concealed weapons permits and gun purchasing programs. Past
experience indicated that same staffing levels produced smoother work flow and processing.
N. Explanation for the title and salary change for the position(s). Include description and justification for the
proposed position change:
Customer service enhancement, mandated RCW requirements and required records specialist II duties are
higher and more scope than a records specialist I . The salary change from a records specialist I to II is an
increase of $2,766.40.

Sole source purchase
I am requesting the City Council authorize the purchase of Plymovent diesel
exhaust extractor system from Air Exchange, Inc using the sole source provision.
Plymovent is the brand name and Air Exchange is the only company authorized
to install the systems on the west coast.
I believe there are several reasons for using the sole source provision. In 2004,
the Fire Department installed the same systems in both fire stations #2 and #3.
At that time all the Fire Department vehicles tail pipes have been adapted to fit
this system. and would not fit another system. .
Additionaly, this purchase would allow the Fire Department to have the same
system in each of its station, thus the training and operation of the system would
be the standardize, rather than different operations at different locations. The
Fire Department and facilities have trained members to perform minor
maintenance and trouble shoot problems on one system rather than multiple
systems.
If you have any questions, please feel free to contact me.

MEMO
To: City Council
From: Ken Mickelsen, Director
Date: June 1, 2005
Subject: Continuation of summary for Gold Mountain.
We are extremely excited about the opportunity to make a unique enhancement to the
Olympic Course at the Gold Mountain Golf Complex. The enhancement involves
creating a new water pond feature on the 18th hole. The golf staff along with the John
Harbottle, golf course architect for the pond project and the designer of the Olympic
Course, and the USGA (see attached letters) strongly supports doing a sole source bid
for the project.
Golf staff believes it is imperative that the work to create and shape the new pond
needs to be done by the original contractor (Golf Construction Inc.) for the following
reasons:
1) The construction of the pond requires a contractor that has specific knowledge and
direct experience in golf course work including constructing water features such as
ponds.
2) Golf Construction Inc. was the contractor that performed the original construction on
the Olympic Course and thus is knowledgeable with how the course is constructed and
its unique topography. This provides a tangible benefit when it comes to construction of
the pond.
3) In order to maintain the integrity of the course, it is vital that the new pond blends in
and is consistent with the original design of the course. Staff strongly believes that Golf
Construction Inc. is the contractor that is best suited to accomplish this unique task.
4) Golf Construction Inc. has had direct experience working with John Harbottle as the
contractor for the construction of the Olympic Course.
In addition the Gold Mountain Board of Directors has discussed the need to pursue a
sole source bid for the project and supports the use of a sole source bid procedure.

Re: Pond on #18
Dear Mr. Mickelson:
We are excited to see the new pond changes for hole #18 are nearing reality. At Gold Mountain, we were
fortunate to have had the opportunity to design the Olympic layout and are proud to see that it has become
a very good and highly rated golf course. This is evidenced by the USGA selecting it for their National
Public Links Championship and national publications placing it on their Top 100 lists.
A course of this quality does not happen by chance and is due in large part to the artful shaping of the
original golf course contractor, Bob and Dan Soushek. Golf course construction work is very specialized.
The shapers are the key to developing the designer's forms and concepts. They are artists with a bulldozer
instead of a paintbrush. After twenty-one years in this business, we have seen that every contractor seems
to have their own style. It is often difficult to get two different contractors to create the same look.
Maintaining the consistency of the original design and look is important to the integrity of the course. The
best way to preserve the style of the Olympic course when doing remodeling would be to allow the original
contractor to perform the work. Using Dan Soushek will give us the best opportunity to ensure a high
quality project and one that looks like it is part of the original design.
Please contact us if you have any questions or concerns. We appreciate the chance to work with the city.

Dear Ed;
Good to talk with you recently and learn that the golf course is in good spring condition
one year away from the 2006 APL Championship. I look forward to viewing the golf
course in July approximately one year in advance to go through preparations and
hopefully view or discuss the progress that will be occurring on No. 18 with the
expansion of the water feature. Based on the fact that this site is environmentally
sensitive and was easily the toughest portion to originally construct, there is no question
that the company chosen for the project should have experience with the location. Other
bidders may have experience with this type of feature, however having worked in the
same location, being very aware of environmental concerns and having completed all the
other construction on the golf course with the same architect is a major advantage for the
golf course and city. In my mind the best (and possibly only) choice for lake
reconstruction on No. 18 is the original shaper.
Looking forward to seeing you in two months and hope the preceding will assist the city
in their decision making process.
Sincerely,

SUMMARY: The City received the subject annexation petition from William Palmer on behalf of
Cash/Schourup on April 25, 2005. A prior petition in December, 2004, was withdrawn by the
applicant at the suggestion of the DCD Director, pending Council establishement of an annexation
program in the 2005 budget. The subject area is situated within an "island" of unincorporated property
in the Werner Road area, and an areawide annexation can be initiated by the city to incorporate the
entire island. Countywide Planning Policies stipulate procedures for coordination with the County,
and DCD will soon have staff to commit to the process. However, an island annexation is not
possible for action within the 60-day legal time limit for response to the Cash annexation.

Cash I Schourup Annexation Petition
Date:
Re:
After hearing the Council's comments on the subject petition at the Committees session last
evening and doing some more investigation, I offer the following to consider:
1) The petition as submitted includes undeveloped parcels with minimal current revenue
value (Exhibit A). The proponent seeks annexation to improve one of these parcels as an
overflow parking area to serve a business in the vicinity and a park-and-ride. The parking lot
improvement will generate minimal increased property tax and no sales tax. Although a
surface parking lot would appear to generate little increased demand for City services, the
proposed annexation includes bringing several hundred feet of Ida Street West into the City
as an additional maintenance cost.
2) County Assessor data indicates that Mr. Schourup has an ownership interest in an
improved parcel (parcel 'A' of Exhibit A) immediately north of the parcels included in the
petition. Also, Mr. Cash is listed as the owner of three other undeveloped parcels among nine
to the east that are not included in the petition. The current assessed valuation of the
property in the petition is approximately $100,000 (Exhibit B) The valuation of the adjacent
Schourup property to the north is $737,500, and the combined valuation of Mr. Cash's and
six other properties to the east is over $200,000. The total valuation of adjacent properties is
nine times that of the parcels included in the petition.
3) The likelihood of a resident referendum on an "island annexation" is probably high if the
City initiates the annexation without a prior citizen information process (as per Roger's
comments last evening). The island annexation may prevail in a subsequent vote by
residents, but if it doesn't, it will be that much harder to succeed the next time around.
4) An attempt only to include that portion of the total island that is designated for industrial
use likely will be viewed by the County and Boundary Review Board as "cherry-picking."
Also, the more that we segregate the residential and non-residential properties within the
island, the harder it will be to incorporate the entire island over time.
1
5) Under the "alternate" petition method (see item IV. on the last page of the handout at
Committees), the proponent must represent at least 10% of the acreage included in the
proposed area when submitting, and completion of the petition requires signatures
representing a majority of the acreage (- no voting occurs if there are no residents -). This is
the method most relevant to enlarging the annexation to include immediately adjacent
industrially-designated lands.
Recommendations:
1) Modify the geographic area of the subject petition to include all parcels ('A' through 'H')
identified in Exhibit A (attached) and accept the enlarged area into the annexation process
immediately (the geographic area represented in the original submittal is approximately 25%
of the land area of the enlarged area and qualifies for the alternate method in 5) above); and,
2) Direct staff to prepare a citizen information process, including public meetings, and.
proceed to incorporate the total area as an island annexation when resident support appears
prevalent.
