A RESOLUTION of the City Council of the City of
Bremerton, Washington, approving and authorizing a sole source
contract for the purchase and installation of a diesel vehicle
exhaust extractor at Fire Station 1.
WHEREAS, RCW 39.04.280 provides exemptions to the competitive bidding
requirements of municipalities under certain circumstances including when purchases are clearly
and legitimately limited to a single source of supply; and
WHEREAS, diesel vehicle exhaust extractors are necessary in order to protect the
health and welfare of the personnel inside Fire Station 1;
WHEREAS, Plymovent exhaust extractors have been installed in Fire Stations 2
and 3 and all ofthe Fire Department vehicle tail pipes have been modified to fit the P1ymovent
system; and
WHEREAS, Air Exchange, Inc. is the only company authorized by P1ymovent to
install its systems on the west coast; and
WHEREAS, to maintain continuity throughout the fire stations and allow for
standardized maintenance, installation of a P1ymovent system in Fire Station 1 is clearly and
legitimately limited to a single source, Air Exchange, Inc.; and
WHEREAS, the City Council desires to waive the bidding requirement and
authorize a sole source contract for the purchase of a Plymovent diesel vehicle exhaust extractor
system to by installed by Air Exchange, Inc.; NOW THEREFORE, .
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The recitals set forth above are hereby incorporated as if set forth
herein in full.
SECTION 2. The bidding requirements for the purchase and installation of a
diesel vehicle exhaust extractor for Fire Station 1 are hereby waived.
SECTION 3. The Mayor is authorized to award and execute a sole source
contract to Air Exchange, Inc. in the amount of,$81 ,992.41, including sales tax, for the purchase
and installation of a P1ymovent diesel vehicle exhaust extractor.
SECTION 4. Severability. If anyone or more sections, subsections, or
sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this Resolution and the same shall remain in full
force and effect.

SECTION 5. Effective Date. This Resolution shall take effect and be in force
immediately upon its passage.
