Based on your proposal, the following is a summary of the major points discussed at the pre-submittal meeting held Wednesday, February 25, 2009. Land Use: 1. The proposal is in the Freeway Comdor zone and must comply with the requirements found in BMC 20.86. Specifically the new structure will need to be setback 20' from the front property lines (both streets are considered a front). The side and rear yard setbacks may be reduced to 0'. 2. Parking must comply with BMC 20.48 unless specifically exempted as outlined in B1VIC 20.48.020(c) which states that a proposal may not be required to revise their parking if an expansion of use or structure will necessitate less than 3 new parking stalls. The applicant will need to demonstrate that the area in which the new structure will be located was originally approved and used for retail space and that the new structure will not necessitate 3 or more new customer parking stalls or the proposal will need to provide parking in compliance with the code. 3. Landscaping is required pursuant to BMC 20.50. Landscaping is required in all required setback areas, and in parking areas. Street trees are required 1/ 25' along all street frontages. A landscaping plan will be required with the Site Plan Review application. 4. Site Plan Review is required for all new development, expansion of existing structures or other exterior site improvements that will change the physical condition of the site. Site Plan Review will be required for your project and includes the following: a. Type II decision by Director � �. A building permit is required to construct, modify, or occupy any structure. The design criteria for the City of Bremerton are as follows: Ground Snow Load: 30 psf; Wind Speed: 85 mph Exposure B: Seismic: D2. 2. With only 5 feet separation between the two buildings, each building would be required to have a 2-hour fire-rated wall and no openings in order to limit fire exposure from one building to the next. With 10 to 20 feet separation distance, 1- hour fire-rated walls with limited openings is required. If the buildings were separated by 20 feet or greater, the walls may 0-hour rating, but limited openings. If the buildings are separated by 60 feet or more, there is no requirement for rated walls or openings. Table 704.8 should be used to determine where the imaginary properiy line may be proposed from the existing building. 3. The new structure would either be a Group M for Retail Sales or Group S-1 for vehicle parking. The floor shall be sloped to either a floor drain or to the vehicle opening and be of noncombustible or other approved material. Asphalt may be allowed. If the structure is considered to be an open parking garage, the type of construction shall be either noncombustible or heavy-timber(IBC 406.3.3). If the structure is considered as a Group M, the occupancy may not be changed without a building permit to change the use.
