Mr. McConnell stated that although he agreed with the concept of the proposed changes, he
would not support this ordinance because he feels too much of the process will now bypass the
Council, which he feels will make it too difficult, if not impossible, to discuss the issues with their
constituents because the Council will not know what the issues are about.
Mr. Shepherd believed that while some responsibilities would be shifted from the Council to the
Hearing Examiner, changing the process would actually offer a balance between the legal process
and the cost of that process.
Mr. Short stated that although he agrees with the comments made by Mr. McConnell, he will
support this action because it will provide more consistency, and remove the "politics" from Land
Use issues. Ms. Arends expressed her agreement with previous comments, and hoped that the
Hearing Examiner program continued to be an effective and neutral means to addressing land use
issues.
Mr. Maupin stated that more time can then be spent by Council on policy issues; and pointed out
that Council members can consult with staff from the Department of Community Development on
those issues that generate interest from their constituents.
Ms. Robinson asked for further explanation on what a "joint hearing" was. Robert Grumbach,
Planner, explained it meant projects that involve different jurisdictions, such as the County.
Mr. NYQren provided support for the Hearing Examiner System since the Hearing Examiner has a
legal background needed to address land use issues, something that Council Members lack.
6:00:25 M/S/C (Arends/Short) Move to pass Ordinance No. 4938 repealing portions of Chapter
21.02 and creating Chapter 20.02 of the Bremerton Municipal Code relating to review and
processing of project permit applications.
Voted in favor of Motion: Priest, Shepherd, Robinson, Arends, Maupin, Short, Nygren
Voted opposed to Motion: McConnell, Gehring
Motion carried: 7-Yes; 2-No
7A- RESOLUTION NO. 2963 ADOPTING FINANCIAL GOALS AND POLICIES FOR THE CITY
OF BREMERTON (#AB05-129): Laura Lyon, Financial Services Director, explained that the
stewardship of public funds is one of the greatest responsibilities given to the officials and
managers of the City of Bremerton. The establishment and maintenance of sound fiscal policies is
an important part of fulfilling that expectation. The City had previously adopted financial policies
and guidelines by Resolution No. 2095 on October 3, 1985. However, they ~re now almost 20-
years old and are in need of updating and simplification. The proposed action establishes an
updated framework of financial health and stability to guide the City's financial planning and
decisions.
Ms. Lyon added that explanations for Budget Accounting and Reporting System (BARS) and
Generally Accepted Accounting Principles (GAAP) were added in the Section "Goals for
Accountability" on page 3, and insertion of Bremerton Municipal Code (BMC) Chapter 2.14.040 on
page 4.
There were no comments from the public.
Mr. GehrinQ questioned if there would be latitude for debt service coverage. Ms. Lyon responded
that there was a goal to work towards a certain level of debt service coverage and improving our
standing will improve our future ability to acquire credit.
