Re: Requested Analysis of Detective Case Loads
During a Council meeting a few months ago, Council President Wheeler asked if we could provide some
information on caseloads for Detectives and the "cut-off'for what is, and what is not, assigned for
follow-up based on our staffing. This memo provides that information.
I have attached a November, 2011 e-mail from Sgt. Kevin Crane, the Detective Supervisor at that time,
to Lt. Olan regarding impacts to the unit following budget and staffing reductions. The e-mail notes that
in 2009,there were nine detectives and a supervisor in that unit. The 2011 e-mail explains that the unit
was down to seven, and as of now, it is down to six. The number of cases assigned has steadily
decreased from over 600 in 2007,to less than 500 in 2011,to an average of 350-400 each year now.
This means that there is no specific detective assigned to provide follow-up for a large number of
reported crimes that previously were assigned to a detective.
I have also attached a memo dated May 7, 2015 from Sgt. Crane providing information on the current
case load and staffing. It is important to note that certain cases are always assigned to a detective:
runaway reports, missing persons, and all sex offenses. '
The memo also outlines the unsolved homicide and other major cases our detectives are still
investigating. Both the Burke and Brannon homicides are still being actively investigated, and take a
significant portion of our time and resources. There are, however, older"cold" cases which are not
receiving the attention they deserve.
The bottom line is that there are a large number of auto thefts, burglaries, fraud cases, and stolen
property cases that are not assigned to a detective. Generally speaking,a loss of less than$40,000
would not be assigned to a detective.
I will be available at the PSP meeting for any follow up questions.
