SUMMARY: Based on an evaluation of qualified consultants, the City has selected Murray, Smith,
and Associates(MSA)to provide consulting engineering services for the contract 2015 Water
Resources System Improvements. The contract includes the design of three projects: 1)The
McKenna Falls Intake Improvements, which includes modifications to the concrete channel,
replacement of the traveling screen equipment, installation of the main stem bypass system, and
evaluation of the West Branch Intake; 2) Geotechnical evaluation of the Casad Dam Overflow Rock
Face; 3) Anderson Creek Pump Station 2 Sodium Hypochlorite Building. For projects 1 and 3, MSA
will perForm pre-design, detailed design, and construction management support. Project 2 is an
evaluation with the majority of the work to be done by subconsultant Shannon &Wilson.
Four consultants were sent Request for Proposals(RFPs). Two of the consultants submitted proposals
and MSA was selected for the work. A scope of work was submitted and negotiated in the amount of
$419,904.

FISCAL IMPACTS (Include Budgeted Amount): This contract is fully funded and is included in the
2015 Water fund budget. The McKenna Falls Intake Improvements is budgeted for$200,000; Casad
Dam Overflow Rock Face Improvements is budgeted for$200,000 for design and construction;
Anderson Creek Pump Station 2 Sodium Hypochlorite Building is budgeted for$100,000, for a total
of$500,000 for the three projects. During the scoping process, it was determined that only$475,000
would be required for the design in 2015 and the remaining $25,000 can be reallocated for
construction in 2016.

RECOMMENDED MOTION: Move to approve the Professional Services Agreement with Murray,
Smith &Associates, Inc. in the amount of$419,904 and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
