SUMMARY: The Kitsap Countywide Planning Policies (CPP's) are a regional framework prepared by
local governments to coordinate jurisdictional growth planning as directed by the Washington State
Growth Management Act (GMA). The CPP's were originally adopted and ratified by all Kitsap County
local governments in 1992, and they have been amended several times in the years since, with the last
update occurring in 2013.
In the 2015 amendment cycle there are four revisions proposed, briefly summarized as follows:
1) CPP Appendix B-1: Corrects a scrivener's error regarding the Silverdale Urban Growth Area
2010 Census population.
2) CPP Appendix B-1: Shifts population growth of 1,000 people from the Central Kitsap Urban
Growth Area to the Silverdale Urban Growth Area.
3) CPP Appendix B-1: Extends the planning horizon to 2036, reflecting Washington State
Department of Commerce recommendation to ensure that local comprehensive plans have 20-
year growth horizons.
4) Addition of new Appendix B-2: Adopting 20-Year employment targets for all Kitsap
jurisdictions extending to 2036.
All other components of the CPPs, as adopted by Kitsap County Ordinance 509-
2013, remain unchanged.
The Kitsap Regional Coordinating Council (KRCC)took action on April 7, 2015 to recommend that the
Kitsap Board of Counry Commissioners (BoCC)adopt the CPP changes. The BoCC took action on
May 11, 2015 by passing Ordinance No. 522-2015 adopting the CPP changes as recommended by
KRCC. The City Council ratification of the amendments is requested to be compliant with the
procedures outlined in the CPPs.
