Description Protectowire Linear Heat Detector is a proprietary cable that detects heat anywhere along its length. The sensor cable is com- prised of two steel conductors individually insulated with a heat sensitive polymer. The insulated conductors are twisted together to impose a spring pressure between them, then wrapped with a pro- tective tape and finished with an outer jacket suitable for the envi- ronment in which the Detector will be installed. Protectowire is a fixed temperature digital sensor and is therefore capable of initiating an alarm once its rated activation temperature is reached. At the rated temperature, the heat sensitive polymer insulation yields to the pressure upon it, permitting the inner con- ductors to move into contact with each other thereby initiating an alarm signal. This action takes place at the first heated point anywhere along the Detector's length. It does not require that a specific length be heated in order to initiate an alarm nor is system calibration necessary to compensate for changes in the installed ambient temperature. Protectowire Linear Heat Detector provides the advantages of line coverage with point sensitivity. Specifications The Detector is made in multiple temperature ratings to allow for differences in normal ambient temperature. Guidelines for selecting the proper detector temperature rating are the same as for automatic sprinklers and other heat actuated devices. Refer to the Temperature Rating Chart for proper model selection based upon installation temperature limits. The Detector's product range consists of five distinct types of cable. Each designation identifies a specific outer jacket material which has unique characteristics that have been selected to accom- modate the widest range of installation environments. All specifica- tions are subject to change without notice. EPC — Type EPC Protectowire consists of a durable flame retar- dant vinyl outer jacket. This series is best described as multi-pur- pose and is well suited to a wide range of both commercial and industrial applications. The outer jacket provides good all-around performance for most installations. It features low moisture absorption, resistance to many common chemicals, and excellent flexibility at low temperatures. EPN — Type EPN utilizes a dual jacket consisting of an inner layer of vinyl with an outer film of black weather resistant 612 nylon. This cable is specifically designed for industrial applications such as conveyors, where abrasion resistance is of major importance. In general, the outer nylon sheath substantially improves the cable's resistance to abrasion, some adds, aggressive salts, oils and petroleum products while maintaining good electrical and mechanical properties. EPR - The EPR series contains an extruded flame retardant jacket of polypropylene elastomer with a special UV stabilizer added to enhance weathering performance. It is intended for a wide range of industrial applications and is characterized by high resilienry, good abrasion resistance, excellent weathering properties, and good high temperature performance. EPR provides better overall performance at higher ambient temperatures than either EPC or EPN. TRI - Type TRI Protectowire is a unique dual temperature detector which is capable of initiating separate pre -alarm and alarm signals once each of its rated activation temperatures is reached. The Detector consists of a durable vinyl outer jacket which features low moisture absorption, resistance to many common chemicals, excel- lent flexibility and flame retardant. For complete information on this product, please refer to Data Sheet 9114. XLT - Protectowire Type XLT is a unique detector that has been designed for use in cold storage facilities and other applications that require a low alarm activation temperature. The outer jacket con- sists of a proprietary flame retardant polymer that is specifically for- mulated to provide low moisture absorption, good chemical resistance, and excellent low temperature environmental performance. This detector has been UL and FM tested to -60°F (-51 "C). Electrical All cables are rated for 30 VAC, 42 VDC. Resistance is approxi- mately one ohm per five feet (1.5m) of twisted pair (two conduc- tors). Installation Protectowire Linear Heat Detector is approved as a heat actuated automatic fire detector and is intended to be used on a supervised initiating circuit of an approved fire protective signaling control unit. The Detector must be installed in continuous runs without taps or branches in accordance with applicable sections of NFPA 70 National Electrical Code, NFPA 72 National Fire Alarm Code, or as determined by the local "authority having jurisdiction." Protectowire may be installed at the ceiling level or on the side walls within 20 inches of the ceiling, to protect area within buildings (area protection). Tax Parcel #3734-011-021-0009. Dear Ms. Morris: The property is zoned (IP) Industrial Park. This zone is intended to provide areas for a mix of office, wholesale, trade and distribution, bulk retailing, and light manufacturing in a low-density, campus -like environment. Your faxed letter indicated that there may be a live-in manager's apartment. If so it would be non -conforming use and a code violation. The abutting zoning designation is Charleston District (CD) a mixed use development which encourages pedestrian activities, and retail and service business. This property is not part of a planned unit development and has not been granted any variances or special use permits. The Department of Community Development has no record of any code violations at this address. This site is compliant with current code which allows for Truck, Trailer, and RV rental. Enclosed is a copy of The Certificate of Occupancy. Please call if you have any questions my phone number is 360-473-5287. Sincerely, /575 a1A °N "Patrick H. Lisa this structure was built in 1981, and it would have been subject to the building and zoning codes in affect at that time, this would also include parking and other site plan issues. Review of the construction drawing received on December 24, 1980 does not show an apartment living quarters. The burden of proof that the apartment was permitted would fall on the owner. While preparing for this response I did discover a record indicating that there was a planning resolution No. 554 for a U -Haul Special Use Permit I will mail that to you. The City of Bremerton is in the process of changing the zoning code from Industrial Park (IP) to the Charleston District Center, attached is the definition for District Center. This is not code at this time; it appears that future zoning would allow for a mixed use. This zoning change may be in force in a couple of months. No. 554 U -Haul Co. of Seattle Special Use Permit ACTION: REQUEST FOR SPECIAL USE PERMIT IN A "C" Zone to construct a building for storage of household goods, sales of household moving items, and rental of household_ moving equipment INITIATED BY: U -HAUL ODMPANY OF SEATTLE 2515 Rainier Ave. S. Seattle, WA 98144 The Special Use Permit granted by the Planning Commission under Planning Commission Resolution No. 554 on January 15, 1980 was appealed to City Council by the applicant by letter of January 17, 1980. Applicant requested the reconsideration of conditions attached by the Planning Commission in granting approval, particularly the condition concerning access to the site from Kitsap Way. After a duly advertised hearing on February 13, 1980, the City Council approved the Special Use Permit for the development as proposed with the following conditions, after discussion and concurrence of the City Engineer as outlined in the minutes of the City Council for 2/13/80. (1) The site shall be developed essentially the same as shown on the Thomas Consulting Engineers Inc. site plan dated 12/11/79 except as need be modified to meet the following conditions; (2) The building shall be located at least 20 ft. north of the inside curb on Kitsap Way to allow safe sight distance for vehicular movement at the Kitsap Way/Wycoff intersection; (3) If, even with condition #r2 the "dock" on the south side of the building is at such a height that it too interferes with the line of sight to the east, the structure shall be modified so the "dock" - will not obstruct safe sight distance. Adequacy of sight distance shall be approved by the City Engineer; (4) An on-site water detention system as required by the City Engineer shall be provided; (5) That access to the site from the south shall be limited to ingress from Kitsap Way at the alley. The alley shall be expanded by the use of 38 ft. of the proposed site as approved by the City Engineer. All access plans and curb cuts shall be approved by the City Engineer (6) The line of sight along Kitsap Way shall be kept clear of display trucks and trailers. ATTEST: GLENN K. JARSTAD, AYOR KATHLEEN L. MANDIO, City Clerk KEtINETH W. ATTEBERY, Planning Di ctor cc: City Engineer - CITY COMMISSIONERS' MINUTES February 13, 1980 Page five TAPE #179 U -HAUL SPECIAL USE PERMIT (B) 650 Clerk stated the hearing had been posted, advertised and letters of notification mailed as required -by law. She read letter from Ronald Belec, President of U -Haul Co., dated Jan. 17, 1980, which appealed the condition not allowing access from Kitsap Way. She then read Planning Commission Resolution No. 554 recommending approval of Special Use Permit with conditions. Ken Attebery, Planning Director, stated the issue that is before Council today is an appeal of Condition No. 5, allowing no access from Kitsap-Way. He stated the Engineering Dept. recommended that there be no access from Kitsap Way; that the applicant wants access on Kitsap Way at a mid -point on the property. He stated this would be for ingress only; that egress would be on Wycoff Ave. Jim Root, City Engineer, stated a full signal light is scheduled to be installed at Wycoff and Kitsap Way; the driveway is located 48 ft. east of the intersection on Wycoff.' He stated the driveway would have to be increased to 45 ft. for ingress and 50 ft. for egress; that it is only 32 ft. in width at this time. He stated further that the alley is available for use and he can see no reason why they cannot put a 50 ft. entrance on the alley, which would put them 130 ft. from the intersection. He stated there will be a positive interference at the traffic light if the driveway is allowed to be used for either ingress or egress on Kitsap Way. He discussed traffic counts and accidents and stated he still recommends no driveway or entrance on Kitsap Way. PROPONENT: Ron Belec, President of U -Haul Co. of Seattle, stated their production engineers have indicated there is a -need for an entrance on Kitsap Way. He stated internal flow on their property will not work without access from this side; that this project is feasible with a driveway on Kitsap Way, but it may not be feasible without it. He stated their trucks only need 30 ft. to make a turn into a drive- way and the driveway will be used for ingress only; that they control egress and they will not allow anyone to make a departure on Kitsap Way. He stated they want to serve the citizens of Bremerton with a first-class facility. Discussion was held regarding expanding the alley and it•was the consensus of the Council that this would be adequate. Mr. Root concurred as long as the driveway was moved back from the intersection of Wycoff and Kitsap Way. He suggested that the alley be expanded by 38 ft., giving a total of 50 ft. Motion by Mayor Jarstad and Commissioner Stewart to approve Special Use Permit with the following conditions: (1) The site shall be developed essentially . the same as shown on the Thomas Consulting Engineers Inc. site plan dated 12/11/79 except as need be modified to meet the following conditions; (2) The building shall be located at least 20 ft. north of the inside curb on Kitsap Way to allow safe sight distance for vehicular movement at the Kitsap Way/Wycoff intersection; (3) If, even with condition #2 the "dock" on the south side of the building is at such a height that it too interferes with the line of sight to the east, the structure shall be modified so the "dock" will not obstruct safe sight distance. Adequacy of sight distance shall be approved by the City Engineer; (4) An on- site water detention system as required by the City Engineer shall be provided; (5) That access to the site from the south shall be limited to ingress from Kitsap Way at the alley. The alley shall be expanded by the use of 38 ft. of the proposed site as approved by the City Engineer. All access plans and curb cuts shall be approved by the City Engineer. Access to the alley east of the site shall be very limited and only as approved by the City Engineer; (6) The line of sight along Kitsap Way shall be kept clear of display trucks and trailers.
