SUMMARY: The work to be completed includes rehabilitating approximately 6400 lineal feet of
sanitary sewer and 450 lineal feet of storm sewer using the cure-in-place-pipe (CIPP) rehabilitation
method and reinstating approximately 66 side sewers. There were three bids. Michels Corporation of
Salem, Oregon was the lowest responsible, responsive bidder in the amount of$479,353.43 (which
includes sales tax).

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the 2015 Budget and is
fully funded. Lining of the sanitary mains is funded by wastewater rates and budgeted for $525,000.
Lining of stormwater mains along Kitsap Way is funded by the Kitsap Way Culverts project ($450,000
budget). Lining of the stormwater main on Washington Avenue is funded by the Stormwater
Drainage Replacement Program ($250,000 budget).

RECOMMENDED MOTION:
Move to award the construction bid for 2015 Sewer Rehabilitation to Michels Corporation of Salem
Oregon in the amount of$479,353.43 (which includes sales tax) and authorize the Mayor to finalize
and execute the agreement with substantially the same terms and conditions as presented.
