GENERAL BUSINESS
7A—CREATING A RESTRICTED RESIDENTIAL PARKING ZONE FOR 2-HOUR PARKING ON
WASHINGTON AVENUE AND 11 STREET BETWEEN THE MANETTE BRIDGE AND PACIFIC
AVENUE DURING THE WASHINGTON AVENUE COMMUNITY BOULEVARD CONSTRUCTION
PROJECT: Public Works & Utilities Director Chal Martin explained that the construction of the
Washington Avenue Project will impact access to residences. At times, staff will recommend that
residents park away from the work area to avoid delays; on-street parking on Washington Avenue and
11th Street has been identified as the best parking location for these individuals. It has been observed
that much of the available parking in this area is being used by Shipyard workers who park throughout
the day. To accommodate the Washington Avenue residents impacted by the construction project,
staff recommends restricting parking to 2-hours between the Manette Bridge and Pacific Avenue, with
temporary residential parking permits issued to local residents as requested. Upon completion of the
project, the parking restriction will be removed. Bremerton Municipal Code (BMC) 10.10.040
authorizes the City Council to create restricted residential parking zones.

713—ORDINANCE NO. 5274 AMENDING BREMERTON MUNICIPAL CODE (BMC) 13.04.140 TO
ALLOW TASTING AND SALE OF BEER AND WINE DURING THE BREMERTON FARMERS
MARKET AT EVERGREEN ROTARY PARK: AND APPROVING FIRST AMENDMENT TO THE
LICENSE AGREEMENT WITH BREMERTON FARMERS MARKET: Recreation Manager Jeff
Elevado, Parks & Recreation Department, stated that the Bremerton Farmers Market (Market) has
requested the ability to conduct beer and wine tasting, and the sale of beer and wine for off premises
at the Thursday Market held in Evergreen Rotary Park. This activity requires amending BMC
13.04.140 which currently prohibits alcohol in Evergreen Rotary Park and executing an amendment to
the license agreement with the Bremerton Farmers Market. Currently, 83 farmers markets taking
place in both public and private locations in Washington State have been licensed by the Washington
State Liquor Control Board to sell beer and wine. The majority of these markets also provide small
sized tasting samples (2 ounces) of the products available for sale. The attached proposal from the
Bremerton Farmers Market outlines the requirements listed in the Revised Code of Washington that
must be met by the Market for the Washington State Liquor Control Board to grant a letter of approval.
At their March 24Th meeting, the Bremerton Parks and Recreation Commission voted unanimously to
recommend approval of the Market's proposal for beer/wine tasting and sales at Evergreen Rotary
Park.
Colleen Schmidt, Chair of the Bremerton Parks & Recreation Commission, stated that the
Commission unanimously supported this proposal.
Julie Zander, Market Manager; and Carolee Valentine, Board President, were available to show their
support; answer questions; and to announce that opening day is Thursday, May 7.

Market as regulated by the Washington State Liquor Control Board; and further approve the First
