The 1/3 mile long park beach was planted with 50+trees,250 grasses and approximately 1,200 shrubs. With limited funding for maintenance x!44 and weed killers being banned along the waterfront, the beach became overgrown with noxious weeds.Occasional summer weedings helped but did not prevent the weeds from multiplying. Thus Adopt A Bead was born. At times, staff will recommend that residents park away from the work area to avoid delays; on-street parking on Washington Avenue and 11th Street has been identified as the best parking location for these individuals. It has been observed that much of the available parking in this area is being used by Shipyard workers who park throughout the day. To accommodate the Washington Avenue residents impacted by the construction project, staff recommends restricting parking to 2-hours between the Manette Bridge and Pacific Avenue, with temporary residential parking permits issued to local residents as requested. Upon completion of the project, the parking restriction will be removed. Bremerton Municipal Code (BMC) 10.10.040 authorizes the City Council to create restricted residential parking zones. This activity requires amending BMC 13.04.140 which currently prohibits alcohol in Evergreen Rotary Park and executing an amendment to the license agreement with the Bremerton Farmers Market. As the pipes age, their condition deteriorates and the flow is restricted. Problems develop in the pipe and can include cracking, root intrusion, erosion of the bottom, corrosion, and eventual complete failure. Failed pipes can lead to flooding, road failure and property damage. To avoid eventual pipe failure, the pipe must be: 1) Replaced using open-cut construction; or 2) Rehabilitated using a trenchless technology. Pipe replacement is costly and disruptive to the public. Rehabilitation, on the other hand, restores the existing pipe without having to excavate and disrupt the surface. The City has been using a trenchless process known as cure-in- place-pipe (CIPP)since the early 2000s to rehabilitate pipe in the ground, typically without requiring any excavation or surface restoration. Advantages of this process can include reduced cost, less impact to the public, and also reduced construction time since the project can 1 be done in about 20%to 30% of the time it takes to perform an open-cut repair. q.,: What is CIPP? CIPP is a trenchless method of rehabilitating underground utility pipes. Essentially,a new pipe is formed in the existing pipe(host pipe). First, prior to inserting the new pipe, flow in the host pipe is bypassed or held back so the pipe is mostly dry and clean. Then, a resin-saturated felttube is inserted into the host pipe, inflated with air,and then filled with steam or hot water to cure and harden. After the liner - has finished curing, the ends are cut-off and the individual sewer services are reinstated using a robotic cutter. Flow is then returned to the pipe. Time savings with this rehabilitation method is significant, since the entire process can typically be completed in a a single day. Past and Current Bremerton CIPP projects In 2013,the City of Bremerton rehabilitated over 6000 feet of sanitary sewer and 400 feet of storm main. Approximately 140 side sewers were restored. This coming summer(2015),the City will be restoring over 6300 feet of sanitary sewer,460 feet of storm main, and up to 66 side sewers. 2015 CIPP - Project Schedule and Website The City has contracted with Michels Corporation to perform the CIPP work. The project work will start up in June and be completed by September. We have established a project website which will be updated on a regular basis. It can be found at: http://www.ci.bremerton.wa.usZ951/2015&wer-Rehabilitation. CITY OF BREMERTON-PROJECT FACT SHEET FOR CURE IN—PLACE-PIPING(CIPP) FREQUENTLY ASKED QUESTIONS(FAQs) What are the advantages of trenchless rehabilitation of sewer mains? In comparison to traditional open-cut construction, trenchless rehabilitation of sewer mains is less disruptive, can be completed on a shorter schedule, and generally costs much less. In most cases,a length of pipe can be rehabilitated using CIPP in a single day. How were the pipelines selected fbr rehabilitation? The City regularly inspects the sewer system to assess condition and identify pipelines in need of repair. The City prioritizes those pipes needing immediate attention based on factors including condition, criticality, and consequence of failure. What can I expect during the installation? Work will generally take place within the road right-of-way.The Contractor will need to gain access to the sewer main through the manholes. Bypass pumps and piping will be set-up to convey the sewer flow around the pipeline segments during rehabilitation work. Traffic control consisting of cones, barricades, and signage will direct traffic around the work areas. Typically, the work will be done during the day. However, there maybe some instances where the work will be completed at night between 10 p.m.and 6 a.m.when flows are lower. The City will ensure that residents are notified of night work and that sound-dampened equipment is used. Will my property be adversely impacted by this construction? One of the advantages of trenchless sewer rehabilitation is that it is less disruptive than traditional open-cut construction. Much of the work occurs inside the pipe and directly above in the road right-of-way;therefore, minimal disturbance to homeowners'yards is expected. At some locations, the Contractor may need access to the sewer clean- out of individual connections. Prior to conducting work, the homeowner or business will be contacted by the City or Contractorto coordinate site specific issues. How will this affect my daily routine? There will be additional construction traffic and some noise. ® Some residents may also be asked to temporarily reduce water use(usually no longer than a day). Due to the traffic control, you ", may experience minor delays in getting around the actual area of i installation. Traffic control will be in place and emergency vehicles will always have access. The Contractor will also ensure _ I that homeowners and businesses have access to their - driveways. The Contractor's bypass equipment(pumps and y' - generators)are designed to help minimize noise. J What are the loose pipes in the street for? The pipes and pumps located above ground are part of the bypassing system for conveying sewer flows around the work area. In order to safely and effectively work in the pipe, the sewer flows are pumped out of the system from a manhole upstream of the work area and then returned to a downstream manhole. The pipes and pumps are temporary and will be removed once the work is complete in that area. Will there be odor? The City is using a nearly odorless resin in the curing process. In addition, the Contractor is required to implement a plan for addressing spills associated with the wastewater should they occur. With the use of the special resin, there should be minimal odors generated from this project. NIry THE CiTY- ---------------- PUBLIC WORKS & UTILITIES Utilities Operations Division Scope The Utilities division is proposing a modification to the current method of administering the cross connection program and the annual testing of backflow assemblies that is required by WAC 246-290-490. Currently, property owners that are required by the Utilities division to have and maintain a backflow assembly, receive a letter from the Utilities Compliance Specialist 30 days prior to the due date of their annual test. Most property owners promptly contact a certified backflow assembly tester of their choice and provide a test report to the Utilities division within the 30 day window. Unfortunately a significant number of property owners do not comply with the annual testing requirement in a timely manner, or at all, and are putting our drinking water at risk of contamination. Proposed change The Utilities division is suggesting no change to the current method of notifying the property owner with a 30 letter and allowing the property owner to select a tester of their choice to complete the annual test. What we would like to change is, if the property owner does not provide the Utilities division with a satisfactory test report after the 30 day period we would contract with a tester to test their assembly, and the fee for the test would be added to the property owner's utility bill. This method would require a revision to the BMC, the proposed change is attached. Adhering to the WAC, and protecting our drinking water to the best of our ability, is the ongoing goal for the cross connection program. Every year they automatically do the testing in a timely manner and if repairs are needed that is included in their service. I for one would object strongly to having the city provide this service. Plus what happens to the jobs that will be lost in the private sector? I urge you to vote against this proposal to have the city do the testing.
