In response I am attaching the Bremerton City Council's proposal for voting structure, which is highlighted in yellow, for addition to the agenda for consideration. The Council letter from March 13th also requested specific information related to the following: 1) KRCC present for consideration a detailed financial comparison of the two options available under the amended ILA relating to directly employing staff or contracting for services. 2) KRCC present a proposal on how the membership dues will be structured to support the financial scenarios that are set forth above. i On March 4th the Bremerton City Council unanimously, passed a motion to reject the ILA for reconsideration of the voting structure. It should be noted the City Council does not take issue with the amendments to the ILA related to the proposed restructuring of the organization as presented. The Council, however, is requesting the KRCC board consider our additional amendments, gelated to the voting structure, and present additional information, as specified in items 1 & 2 above, related to the financial picture of the future organization and the related dues structure. Subject: RE: KRCC Info Mary, The Bremerton City Council is requesting that the following occur at the next KRCC Executive Board meeting on April 7, 2015: 1) That the KRCC board enter into open discussions with the membership about the current voting structure and consider possible changes to that structure. 2)That KRCC present for consideration a detailed financial comparison of the options available under the amended ILA relating to directly employing staff or contracting for services. 3) That KRCC present a proposal on how the membership dues will be structured to support the financial scenarios that are set forth in item two above. I submitted this request by letter on behalf of the Bremerton City Council to Commissioner Robert Gelder, Board Chair, Kitsap Regional Coordinating Council on March 13, 2015. Commissioner Gelder responded via email, on behalf of the KRCC, on March 24, 2015 notifying our City Council this will occur. We look forward to the Board meeting. Greg Wheeler President Bremerton City Council (360) 204-0564 From: Mary McClure [mcclure@kitsapregionalcouncil.org] Sent: Wednesday, March 25, 2015 4:32 PM To: Andrea Spencer; Greg Wheeler Cc: Patty Lent Subject: KRCC Info Greg&Andrea Again, apologies for not reaching you earlier Here's some info that might be of value to you as you head into the City Council Study Session^' 1 The KRCC Executive Committee last week agreed to put three items forward for consideration by the full Executive Board: Dues Structure: Proposal to keep the dues structure as it(weighted 50/50 for population/assessed valuation) Voting Structure: Review three approaches for discussion: one vote per member agency one vote per Board member weighted vote now in place Cost Comparisons: Closely tied to staffing: I agreed, with the support of the four City members of the Executive Committee,to continue in the position of KRCC leadership, through an Executive Management Services contract. Key from the Exec Comm's perspective is the ability to demonstrate that the contract is defensible, through an open procurement process. To that end,we will use the position and services description that has been crafted over the past several weeks as components of an RFI/Q process(Request for.Interest and Qualifications) before the September 2015 contract end date, for which I would submit qualifications and interest.TransTAC& Planning Directors(Andrea & Kathy Cook from Bainbridge)would participate with the KRCC Executive Committee in reviewing submittals and, if appropriate, interviewing. I have some good ideas for cost containment/staffing for 2016 and beyond. I'll work out some detail and present to the KRCC Exec Comm for vetting before bringing to the Exec Board. The question of Admin Agency(with employees) would be off the table, leaving the opportunity to figure out the best operating scenario without the leadership challenge we've all struggled with since November. h we can reserve Kitsa s Council of Local Governments, only I am eager for there to be positive resolutions sot at p p improving as we go forward.
