SUMMARY: This small works roster project was provided to 103 qualified contractors listed on the
MRSC small works site. Two bids were received. The low bidder was Action Services Corporation,
with a bid of$56,072.00 for listed services, and $57,375.00 for additional services by individual task
order. The contract's focus is to refresh street markings on arterial streets throughout the City. This
contract is a follow-up to a successful 2014 project. Because this is specialty work, this method of
accomplishment is more efficient and saves valuable time for our Street crew to provide other
necessary street maintenance services. The City has budgeted $120,000.00 for this effort in 2015.

FISCAL IMPACTS (Include Budgeted Amount): Funding for this contract will come from the Street
Fund. The budget amount is $120,000.00. This work will be reimbursed through the Transportation
Benefit District.

RECOMMENDED MOTION: Move to approve a contract with Action Services Corporation of
Bremerton, WA for Hot Applied Street Markings in the amount of$114,975.00, and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
