SUMMARY: The adjacent property owner, Emmanuel Apostolic Church, has petitioned the City to
have a portion of the unimproved Alleys between Dr. ML King Way and 8th Streets and between
Warren and Park Avenues to be vacated to accommodate the proposed Marvin Williams Youth
Center.
The Alleys are unimproved and are therefore Class III with no compensation owing.
