SUMMARY: The adjacent property owner, Emmanuel Apostolic Church, has petitioned the City to
have a portion of the unimproved alleys between Dr ML King Way and 8th Street and Warren to Park
Avenues vacated to accommodate the proposed Marvin Williams Youth Center.
The alleys are unimproved; as such are Class III with no compensation owing.
