Currently we need to ask the question, "Are the Red Light Cameras used for Financia!Revenue or Is It Being Used for Traffic Safety"? When they were first put in...some would say it was for financial revenue and some would say it was for traffic safety. I will provide some input given to me by Legal, Bremerton Police, and City Courts. We need to look into doing something, regarding the cameras. If you have questions or concerns please let me know. I have talked to citizens, staff, and given you some information to consider. (See Attachment 6—Chapter 10.42 Automated Traffic Safety Cameras) Currently we(City)would owe nothing if we choose to remove the Red Light Cameras. The Legislative body(City Council)needs to make the decision to remove the cameras. If we choose to remove, Redflex will be responsible for removing all equipment, with no cost. (See Attachment A) In 2008 revenue from Red Light Cameras received was$376,773 And this amount has been going down steadily in the years. In 2009$364,680 revenue received In 2011$256,144 revenue received In 2013$138,775 revenue received The cost to use RedFlex for the City is$432,000,we received in collection of fees in 2014$533,751, giving the city$101,751. At this rate the cameras will cost the city vs. bringing in revenue. Here are some other cost to take into consideration, for 2014 only... Once the camera takes a picture of a vehicle, our Police Department has to view the video. This is an average of 3 hours a day,for 5 days a week...costing the Police Department $700.00 a week, or$36,400 a year. (Figures are not actual...these are guestimates) Now that the ticket has been reviewed, it now goes back to RedFlex to issue a ticket to the driver. Then the driver chooses to pay ticket, ignore the ticket or go to court. In our courts a staff member needs to set a Hearing, and Receive Payments. This is an average of 2 hrs.a day,for 5 days a week...costing the Courts$45.00 a day,$225.00 a week, or$11,700 a year. (See Attachment Q But if a ticket is dismissed at$124.00,the city eats this cost. For 2014 we had 1,086 tickets dismissed, with a cost of$134,664. So as you can see,we are at the point that the Red light Cameras are costing the taxpayers. For 2014.... We received in collection fees $533,751 Cost to use RedFlex ( $432,000) Revenue Received $101,751 Not including cost from Police Dept./Labor ($36,400) Courts/Labor ($11,700) Dismissed Tickets ($134,664) Just with these figures alone, RedFlex cost the City ($81,013) This is the process of a Red-light Camera Ticket 1. Car receives a ticket 2. Information is received at BPD 3. Once viewed by BPD,ticket then goes to RedFlex to authorize the ticket 4. The driver has a few options • Ignore the Ticket • Pay Directly to RedFlex • Request hearing or payment at Courts 5. If Driver chooses to make payment via Redflex, this is not viewed by our courts for at least 48 hours, which is then transferred to AS system 6. Court then receives money or schedules a hearing 7. If ticket is paid in the courts, the money cannot be processed for 48 hours. RedFlex needs confirmation, then they enter information, and our courts then can process once it has been entered into the AS system. This process is very time consuming,at times the driver may wish to pay the ticket directly to RedFlex. If they choose to do so,then our courts do not know of this payment until they receive payment from RedFlex. With that in mind, some drivers may get a collection/late notice sent by the courts as the communication of a paid ticket via Reflex, they do not inform our courts. The driver then has to deal with a ticket going to collections. Another option is to lessen the contract cost to RedFlex, with courts doing the process of tickets. This would eliminate step 5 from above, the wait time to process payments, and communications between the two entities would be improved regarding tickets paid. Some of the PROS... ■ Lighten work load in BPD and in our Courts ■ Cost the city$432,000 a year(possibly could be some FTE or additions like body cameras) ■ Video identifies the vehicle at fault ■ They can be relocated near the schools,(where I think this would be more beneficial) ■ Could re-negotiate for a lower fee with courts taking on the process work.Giving the courts the opportunity to process payments faster. ■ Does give officers the opportunity to deal with other issues around the city • Would it be safer for a Police officer to go after a vehicle that went through the red light (example:Sylvan and Wheaton Way...is this a safe area for an officer to go after someone who went through a red-light,or is the camera a safer option) ■ Does provide safety at busy intersections like:Sylvan/Wheaton, Kitsap Way/Marine Drive, IP/Warren(as told to me by someone within the Bremerton Police Dept.) ■ Can be a calming device Some of the CONS.... • Driver goes to court, claims it was not him/her.Ticket is then dismissed with a cost of$124.00 not paid.A total of 1086 tickets dismissed in 2014 at a cost to the city of$134,664 • Revenue loss....with that in mind.Where will the city take that revenue loss from what department? The Police, the Courts?? So these departments could be short the revenue loss • Loss of jobs within Police and Courts, those that work directly with the camera work • Tickets going down... less revenue received • Could cost the City/Taxpayers to use RedFlex • Process of payments are held for 48 hours until RedFlex enters all info into the AS system • Lack of communication via RedFlex and City Court House regarding a paid ticket • If ticket is paid via RedFlex,City Courts are not notified, then the driver has a ticket going into collections • Is it a revenue source?Should traffic tickets be a revenue for the City? Are we seeing RedFlex as dollars/revenue? Traffic enforcement is not about dollars... • Pulling officers off other duties to stop those who drive through a red-light CITY OF BREMERTON RECAP OF RED-LIGHT CAMERA CITATIONS YEAR #OF REVENUE CITATIONS COLLECTED REDFLEX ISSUED NET OF FEES PAYMENTS Difference 2008 10,547 $ 706,573 329,800 376,773 2009 9,921 $ 842,580 477,900 364,680 2010 8,613 $ 687,095 432,000 255,095 2011 8,362 $ 688,144 432,000 256,144 2012 8,839 $ 733,937 432,000 301,937 ----.-- 2013-- 6;337- -$- 570,775 _...__432;000 _- 138)7-75-- 2014 38;72014 6,609 $ 533,751 432,000 101,751 TOTAL 59,228 $ 4,762,855 2,967,700 A4Ac!-1 MenT - Chapter 10.42 308-330-408 or 308-330-423.The photographs,micro- . photographs,or electronic images evidencing the viola- tY.,.0.
