Epic Construction, LLC. -
Reservoir No.5 North & South -
Roof Anchorage & Elevated Walkway

SUMMARY: Bids were opened on Thursday April 21, 2005 for Reservoir No.5 North & South,
Roof Anchorage & Elevated Walkway Project. A total of seven (7) bids were received for the project
(Ref. attached Bid Opening List). The apparent low bidder, Robinson Company, Inc., withdrew their
bid proposal on April 22nd due to a material bid tabulation error (Ref. attached Robinson Company,
Inc. letter, dated April 22, 2005).
The second low bidder is Epic Construction, LLC from Bellevue, W A for the Total Lump Sum Bid of
$31,899.00. The total contract amount, including Washington State Sales Tax, is $34,642.31.
The engineer's estimate for this project was $52,000 to $55,000 (Ref. attached Engineer's Estimate).
Reservoir 5 (1.5MG x 2) is located at 3200 First Street adjacent to Forest Ridge Park.

FISCAL IMP ACTS (Include Budgeted Amount): The Roof Anchorage portion ofthis project is
budgeted in the Water 2005 in the amount of $200,000 by the State Drinking Water State Revolving
Fund Loan Agreement 03~65103-010. The Elevated Walkway portion of this project will be funded
by the 2005 "Miscellaneous Supply Improvements - 56310".

RECOMMENDED MOTION: To approve the contract award to Epic Construction, LLC in the
amount of$34,642.31 including Washington State Sales Tax, and authorize the Mayor to finalize and
execute the contract.
