Presenter: Chal Martin Phone: 473-5758 SUMMARY: BMC 2050.32 (b) (2)states that those employees who receive a rating that exceeds the rating "meets expectations" (or equivalent) may be eligible to receive an additional salary rate advancement for an increase of one additional rate in the same salary band, if available, above the initial rate advancement provided in subsection (b)(1). Mr. Knuckey's current salary is $115,339 (Band 20, Rate 5). This proposal would increase his salary by$2,883 (one pay step). Mr. Knuckey's last pay step was an annual step increase in October 2014. Mr. Knuckey moved into the City Engineer position with only the minimum step increase. Mr. Knuckey received an "exceeds expectations" rating on his annual performance evaluation which was conducted in September 2014, and Mayor Lent is recommending Mr. Knuckey be awarded the additional step increase effective January 1, 2015. Over the past two years, under Mr. Knuckey's leadership, the Engineering Division has delivered a series of important infrastructure improvement projects which have increased quality of life for Bremerton citizens, including E. 11th street improvements in Manette; completion of Pacific Avenue improvements from 6th street to Evergreen Park; Chevron site restoration for the 9-11 Memorial; 4 1 and 5th street improvements near Kiwanis park; replacement of a critical section of the cross-town sewer pipeline; replacement of the Warren Avenue water main; addition of a new stormwater trunk line on Lower Wheaton Way; overlay of Belfair Valley Road and Lake Flora Road; reconstruction of Sheldon Boulevard, and 41h and Park streets reconstruction near the new theater. In addition, Mr. Knuckey and his staff continue to move forward on the reconstruction of Lower Wheaton Way and a critical; key segment of Washington Avenue—both projects essential to achieving the"Bridge to Bridge" urban pedestrian corridor vision. Also, Mr. Knuckey took personal lead on the complicated and administratively-challenging Burwell Entrance Gate project, in partnership with the Navy, successfully shepherding this project through the critical initial-agreement phase. Finally, Mr. Knuckey personally wrote the grant agreements that successfully competed for$1,384,000 of federal funding to overlay Austin Drive and improve safety at several crosswalk locations throughout the City. FISCAL IMPACTS (Include Budgeted Amount): There are sufficient funds in the 2015 budget to cover the increase in salary; therefore, no amendment is needed.
