6A - ORDINANCE NO. 4937. ADOPTING AMENDMENTS TO THE CITY ZONING CODE BY
ADDING CHAPTER 20.66 ENTITLED "NEIGHBORHOOD CENTER CORE (NCC)" AND
CHAPTER 20.70 ENTITLED "DISTRICT CENTER CORE (DCC)" TO THE BREMERTON
MUNICIPAL CODE (BMC) (#AB05-110): Chris HUQo, Director of Community Development,
summarized that the proposed ordinance will adopt two new sections of the zoning code related
to implementation of the 2004 Comprehensive Plan. The proposed new chapters of Bremerton
Municipal Code include new zoning for the core portions of Neighborhood Centers and District
Centers as designated in the Comprehensive Plan. Mr. HUQO emphasized that the ordinance
would define neighborhood and district centers. He also mentioned that more input from the
community will be taken later prior to passage of the entire zoning code. Staff would also
spend additional time reviewing drive thru lanes; front yard setbacks; maximum building
coverage; parking behind commercial buildings; and building height.
There were no comments from the public.
Mr. Shepherd expressed concerns from constituents about setting architectural design
standards and hoped that if there any problems, that those issues could be addressed.
Mr. McConnell suggested that the hearing be continued so that concerns can be addressed.
Mr. Short commended the Community Development Department and Planning Commission for
their efforts, and encouraged citizens to make comments on the zoning code.
Mr. Maupin stated that our Comprehensive Plan is based on the "centers concept"; was
supportive of the proposed changes in the zoning code; and suggested that the Council pass
the ordinance on first reading and have a second reading to take further comments and
address concerns.
Ms. Priest supported the proposed zoning code changes and was excited at the potential for
the community once all of the changes are implemented.
Mr. Lubovich pointed out to Council Members that if significant changes were to be made to
the Ordinance then this hearing could be continued to a later date and could include a second
reading with a public hearing.
Mr. HUQO stated that if citizens would like to review the zoning code, they may check the
