AGENDA BILL
CITY OF BREMERTON
CITY COUNCIL
SUBJECT: Ordinance No. 5264 levying Study Session Date: November 12, 2014
property taxes for collection in 2015 COUNCIL MEETING Date: November 19, 2014
Department: Financial Services
Presenter: Cathy Johnson
Phone: 360-473-5296
SUMMARY: Cities over 10,000 in population are allowed to raise their annual property tax collection
by either 1% or the amount of the July Implicit Price Deflator (IPD), whichever is lower. This year,
the IPD was 1.591°/x.
As presented during the public hearing earlier this evening, the City is requesting the full 1% increase
to our general property tax levy over the prior year's collection, as allowed by law. This increase,
along with the amounts anticipated for new construction, has been included in the 2015 Proposed
Budget. In addition, we are also requesting an EMS levy at the rate of$0.50 per$1,000 as
authorized by the voters in August 2014. The EMS amount anticipated in the 2015 Proposed Budget
includes this amount.
RCW 84.52.020 requires all taxing districts to "certify to the county legislative authority, for the
purpose of levying district taxes...the amounts to be raised" by property taxes. RCW 84.55.120
requires that the certification includes the enabling tax ordinance setting the property tax rate. These
documents must be submitted to the county by November 30, 2014.
