SUMMARY: The action before Council is to conduct a Public Hearing and adopt a resolution to set
the Comprehensive Plan Update Work Program, Schedule and Public Participation Plan, and affirm
the acceptance of Comprehensive Plan Update Amendment Applications to 2015, and suspend
applications in 2016. This Resolution provides a work program and schedule to review potential
amendments to the City of Bremerton Comprehensive Plan and Land Use Map, with early and
continuous public participation. In addition, the resolution limits the time frame to accept
Comprehensive Plan Amendment Applications from the public to allow Staff adequate time to review
and analyze prior to the Comprehensive Plan Update adoption in June 2016.

FISCAL IMPACTS: The State mandated Comprehensive Plan Update is a work item that is part of
the Department of Community Development Staffing Plan. There is money proposed in the 2015
budget for consulting contract for environmental review and capital facilities planning.
